Victoria Kabatoraine Ariau being dragged in mud

MBARARA- The Rwizi Region Police Disciplinary Court has recommended the dismissal of four officers who were caught on video dragging an elderly woman, Victoria Kabatoreine, through the mud in Mbarara City South Division.

Following a closed-door hearing chaired by SP Joel Komaketch, Uganda Police spokesperson ACP Kituuma Rusoke confirmed to this reporter that the officers were found guilty of misconduct.

“This development underscores the Uganda Police Force’s commitment to addressing misconduct and upholding professionalism within its ranks,” said police spokesperson, Kituuma Rusoke.

The case file according to Kituuma has been forwarded to Police Headquarters in Kampala for a final decision.

The officers in question are ASP Andrew Betunga, Detective Constable Darious Aharizira, Detective Constable Hope Nsasirwe, and Detective Constable Loyce Kiboneka.

In a statement released by Bosco Bakashaba on behalf of the Regional Police Commander, the officers appeared before the regional disciplinary court on charge of scandalous manner C/S 45 code 14(1) and (2) of the Police Act Cap 324.

The statement further adds that court found them guilty and consequently recommended the sentence of dismissal from the Force as per Section 54 (3) code 28(a) of the Police Act Cap 324.

The four were thereafter paraded before the Grade One Magistrates court in Mbarara presided over by Magistrate Rachel Tabaruka who remanded them until 20th December 2024 when they will return to court for mention of their case.

Appearing before the magistrate on Friday evening, the officers were not allowed to enter a plea as the court lacked jurisdiction to hear the case.

Trouble for the four police officers arose when they were filmed dragging an elderly woman in the mud during her arrest in Mbarara in an alleged land case.
