Chief Administrative Officer Samuel Ahabwe has put accountability at the top of Rubanda District’s priorities for Financial Year 2026/2027, telling Heads of Departments that proper management of public resources is non-negotiable.
Speaking during the Senior Management Meeting on Monday 6th July 2026 at the District Executive Board Room, Mr. Ahabwe said the new financial year must begin with transparency and responsibility.
“Accountability is not optional; it is our constitutional and professional obligation,” the CAO stated. “As we conclude FY 2025/2026, our immediate priority is ensuring full accountability for all public resources entrusted to us.”
He directed all Heads of Departments and Accounting Officers at cost centre level to ensure every financial transaction is properly accounted for and supported with the required documentation.
Ahabwe further emphasized timely submission of mandatory reports including financial statements, Board of Survey reports, departmental performance reports for FY 2025/2026, and work plans for FY 2026/2027.
“These documents form the basis for accountability, planning, budgeting, performance assessment and the forthcoming audit exercise. Delays or omissions compromise the credibility of the institution and expose us to unnecessary audit queries,” he warned.
The CAO urged departments to organize records early and maintain complete files. “*Good record management reflects good governance*. Let us work proactively rather than reactively,” he said.
He also tasked managers to strengthen monitoring of government projects to ensure quality, value for money and sustainability, and to execute the FY 2026/2027 budget, which started 1st July, without delay.
On conduct, Ahabwe reminded officers to uphold the Public Service Code of Conduct through punctuality, integrity, customer care and confidentiality. “As leaders, our behaviour sets the standard for all other staff,” he noted.
He welcomed newly appointed senior officers including the District Health Officer, District Internal Auditor, and Principal Human Resource Officer, and challenged them to uphold accountability from day one. “Let us begin this financial year with renewed energy, determination and a shared sense of purpose to deliver for our people,” he concluded.
