Arthur Tangaro, for Igara East Constituency

KAMPALA– Mr Arthur Tangaro, an educationist, has thrown his hat in the ring for the 2026 parliamentary elections.

A former banker in Post Bank Uganda, is eying Bushenyi District’s Igara East Constituency as a New Dawn for Social Economic Transformation, and promising to end the era of bad representation and negative publicity.

He joins a growing list of people that have already expressed political interest ahead of the forthcoming general elections in various constituencies across the country.

Once elected to Parliament, Tangaro says he will provide a results-based performance priotising education, health, roads and other key social services.

“I promise a new dawn for social economic transformation in Igara East . This will definitely   usher in better transformative ideologies, better collaborations and partnerships with government programmes and projects, better access to national resources,” he says, adding

“We shall also seek better education infrastructure for our schools and more state scholarships and bursaries for the people of Igara East”.

Using his business acumen, Tangaro promises to offer business mentorships and also use his wide network to lobby for youth and women-led enterprises to engage in more production and value addition.

“I will lobby for establishment of business Incubation programmes at a sub county level, opening at a sub county level farmers weekly markets for selling farm produce. These should result in job creation, greater access to financing, diversified incomes, a more inclusive private sector and improved household’s income for our people,” he says

Who is Tangaro?

Arthur Tàngaro is a resident of Kyeizooba in Igara East, Bushenyi District and is former banker in Post Bank Uganda Ltd before he joined Team University as associate professor. And he also lectured Finance and Business Management at Makerere University Business School.

He is a trade finance specialist with Euro Exim Bank, and an international partner with World Business Angels Investment Forum committed to  fostering innovative financial solutions for startups, scale ups, innovators, entrepreneurs and small and midsize enterprises ( SMEs) and to promoting gender equality and women’s participation in all  sectors of the world economy.

He studied at the University of North Carolina at Chapel Hill, United States of America, Programme monitoring and Research Implementation. Currently, he is studying a doctor of Philosophy – PhD in Executive Leadership at Selinus University of Sciences and Media.

He also holds a Master of Business Administration (MBA), Accounting and Finance from Makerere University (2006), and also a holder of Bachelors of Commerce (BCom, 2002), and Bachelors of Science in Mathematics and Physics (1994) -both from Makerere University.

He also studied Data use for programme managers at John Hopkins Bloomberg School of Public Health, United States of America. Tangaro is a World Bank Group, Financing for Development Specialist (2015).

He offered digital financial inclusion consultancy work at Financial Sector Deepening Uganda /UK Department for International Development, a programme that supported business Incubation for Financial Technology Start-ups in Uganda.

He was Public – Private Partnership (PPP) Transaction Advisor for Mbarara Regional Referral Hospital (2016), a Government programme intended to transform the Regional Hospital into a Centre of Excellency.

As a Business Development Director at Post Bank Uganda and Coordinator of Boona Bagagawale Programme of the Ministry of State for Microfinance, Mr Tangaro helped in expanding the Bank Network to provide financial services to the rural unbanked communities across the country.

Also helped in the development of the Micro Finance Policy and Guidelines, and the development of National Parish Development Model for implementation and delivery of Boona Bagagawale Government Programme focused on Production, Value Addition and Marketing as its major pillars.

The programme is now under the Operation Wealth Creation (OWC), a government programme.
