Chief Administrative Officer Samuel Ahabwe has issued a strong warning to public servants in Rubanda District, saying corruption will not be tolerated as government rolls out the Presidential _“Kisanja no more sleep”_ campaign.
Speaking at a staff meeting with the Resident District Commissioner on *22nd July 2026* at the District Council Hall, Mr. Ahabwe said corruption undermines development, wastes public resources, and erodes citizen trust.

“Corruption undermines development, wastes scarce public resources and erodes public confidence in Government. As service delivery centres, we have a duty to prevent and eliminate corruption in all its forms,” he said.
The CAO directed all Heads of Departments, Town Clerks and Senior Assistant Secretaries to ensure strict compliance with procurement laws, financial management regulations, and human resource procedures.
He specifically cautioned staff to reject bribery, fraud, absenteeism, misuse of public resources, and extortion.
“We are custodians of public resources, and we must account for every shilling entrusted to us,”_ Mr. Ahabwe stressed. He added that transparency and accountability must define how government programmes are implemented in the district.
To strengthen accountability, the CAO urged officers to fully utilize the Integrated Revenue Administration System – IRAS to minimize leakages and increase locally generated revenue. He also called for timely and accurate reporting as a key tool for monitoring results and detecting challenges early.
Mr. Ahabwe linked the fight against corruption to the broader Public Service Code of Conduct and Ethics, reminding staff that integrity, honesty, discipline and professionalism should guide every decision.
“Citizens expect us to lead by example. It is through exemplary leadership that we shall restore and strengthen public trust in government institutions,” he said.
The CAO assured the RDC, political leaders and security agencies that the technical team remains committed to enforcing lawful directives and delivering quality services free from corruption.
“Together, let us build a district characterized by integrity, accountability and efficient service delivery,”_ he concluded.
