The Office of the Government Chief Whip has successfully concluded a two day training and capacity building workshop in partnership with the Westminster Foundation for Democracy for Liaison Officers from various Ministries, Departments and Agencies at Sky’s Hotel in Kampala. 

The Government Chief Whip, Hon Obua Denis Hamson, officiated as the Chief Guest and delivered the closing remarks at the workshop that focused on strengthening coordination between Ministries, Departments and Parliament through effective liaison roles.

Hon Obua emphasized the critical role liaison officers play in ensuring seamless communication and coordination between the Executive and the Legislature. 

He noted that the months ahead will be particularly demanding due to the heightened political activities as Members of Parliament shift their attention towards engaging with their constituents ahead of the 2026 general elections.

“This is going to be one of the most hectic times in our legislative calendar and with MPs increasingly focused on their voters and the next political season, the process of whipping ensuring attendance, mobilizing support for government business, and maintaining cohesion within the NRM caucus and the wider House will require a higher level of discipline, coordination, and responsiveness from all stakeholders,” Hon Obua said.

He urged Liaison Officers to stay alert, proactive, and committed to supporting timely responses to Parliamentary inquiries, facilitating ministerial appearances, and ensuring that Ministries, Departments and Agencies comply with government positions and legislative timelines.

A Ugandan team from the Uganda Prisons Service, Uganda Law Society, Ministry of Internal Affairs, and Ministry of Justice visited the Malaysia Prisons Service to study its parole, release on license, rehabilitation, and community corrections programs.

The visit aimed to enhance Uganda’s correctional system by adopting global best practices. The delegation reviewed Malaysia’s Parole Management Information System and toured facilities to learn strategies for reducing recidivism through effective reintegration.
