Deputy Inspector General of Government Dr Patricia Achan Okiria

The Inspectorate of Government (IG) has directed the Uganda Industrial Research Institute (UIRI) management to immediately suspend all staff recruitment activities amid ongoing investigations into corruption and abuse of office.

The directive was issued yesterday June 24th 2025 and was signed by the Deputy Inspector General of Government, Dr Patricia Achan Okiria following preliminary findings implicating, the Deputy Executive Director of Uganda Industrial Research Institute Dr Dick Kamugasha, in alleged irregularities in the hiring process.

The directive is backed by Article 230(2) of the Constitution of Uganda and Section 13(6) of the Inspectorate of Government Act, which allows the IG to issue orders and directions deemed necessary during the course of investigations

“During a meeting between the IGG and UIRI held on June 11th, 2025, it was agreed that UIRI suspends all recruitments until investigations are fully concluded,” The statement reads.

The Uganda Industrial Research Institute (UIRI) is a government parastatal under the Ministry of Trade, Industry and Cooperatives. 

It was established to promote industrial development through research, innovation and technology transfer, with core activities in value addition, product development, machinery fabrication and Small and Medium Enterprises (SME) support through business incubation.
