During the meeting, it was decided that Local Councils One to Three should reactivate their security committees and organize local security meetings every two months to coordinate joint patrols with the Police, share information with security teams, and hold quarterly meetings. These resolutions aim at tightening security to curb criminals who pose a significant threat to Kabale Municipality.

The resolutions were prompted by concerns raised by Local Council Ones and residents, including individuals like Arineitwe Wilkens from Central East, Kyomuhendo Betty from LC Hospital Cell, Tumwesigye Narisi Chairman of LC I Rwamukundi Cell (who also serves as Chairman for LC 1 Chairmen for Southern Division), and Byaruhanga Saloongo from LC 1 for Rutooma Cell. They highlighted several dangerous areas within Kabale Municipality where criminals are frequently located.

These areas include: Babukika Road behind the Bank of Uganda, Kabale Roundabout especially due to night bus passengers, Opposite Kabale Municipality Headquarters on the main road, The shortcut connecting Kabale Regional Referral Hospital to the postal offices on Kabale-Mbarara Highway, Behind Numba Hotel opposite Kigezi Central Police Post, Golf Course Makanga, Kabale Regional Hospital route to its staff quarters connecting to Bugongi Cell.

Others are Kabale Business Centre in Mwanjari to Kabale University, Kirigime Cell, Between Kabale National Teachers College and Uganda College of Commerce Route, Former Kabale Garage, Nyabikoni routes, Bugongi areas, Kekubo, Kyanamira Bridge and Butobere and among other areas.

These areas were identified as hotspots for criminal activity, prompting the need for heightened security measures in Kabale Municipality.

Issues such as malfunctioning street lights, street kids, limited night patrols, and illegal night boda boda stages were highlighted as contributing factors to the increase in criminal activities.
