NEWS– On Tuesday, May 21st, 2024, Kanungu District Vice Chairperson, Mwongyera Henry, presented the budget estimates for the financial year 2024/2025. The budget, amounting to Ugx 58,451,902,000, was thereafter approved by the Council with amendments.
The theme guiding this budget is “Promotion of Commercial Agriculture, Industrialization, Market Access, and Digital Transformation for Inclusive Growth, Employment, and Wealth Creation“.
Of the approved amounts, the district expects to raise funds through in a number of ways including Local Revenue that is estimated to contribute Ugx 1,401,000,000 (2.3968%), Conditional Government Transfers Ugx 15,895,889,000 (27.1948%), Discretionary Government Transfers Ugx 38,264,860,000 (65.4638%), Other Government Transfers Ugx 2,770,154,000 (4.7392%) and external Financing Ugx 120,000,000 (0.2053%).
Budget Allocation Breakdown was as follows: Education: 28,489,595,000 Shillings (48.74%), Health: 12,606,110,000 Shillings (21.57%), Administration: 7,714,624,000 Shillings (13.20%), Production and Marketing: 2,957,860,000 Shillings (5.06%), Roads and Engineering: 2,196,212,000 Shillings (3.76%), Statutory Bodies and Commissions: 807,488,000 Shillings (1.38%), Finance: 340,988,000 Shillings (0.58%), Water: 483,284,000 Shillings (0.83%).
Others are Community-Based Services: 344,102,000 Shillings (0.59%), Planning: 311,244,000 Shillings (0.53%), Trade, Industry, and Local Development: 407,275,000 Shillings (0.70%), Internal Audit: 63,700,000 Shillings (0.11%) and Natural Resources: 1,729,419,000 Shillings (3.01%).
Additional Revenue Declarations:
The Uganda Wildlife Authority (UWA) declared the revenue sharing funds for this financial year: Bwindi Impenetrable National Park: 1,175,600,492 Shillings, Queen Elizabeth National Park: 130,587,765 Shillings
Hon. Kinshaba Patience Nkunda, Woman Member of Parliament for Kanungu, thanked the security team and the Council speaker for their dedication to passing the budget.
Hon Kinshaba addressed concerns about the CHICO road project, confirming that repairs would be made and road access issues resolved before she highlighted various projects she has lobbied for in this coming financial year worth Ugx 100M each, including funding for Makanga Primary School, Kyajura Primary School, Nyamakamba, Kyantuhe, Nyakishojwa among others.
She requested cooperation from leaders and councillors and commended the new CAO for his commitment and cooperation, warning him about the challenging political environment in Kanungu.
District Speaker Hon. Frank Byaruhanga appreciated Hon. Patience Nkunda’s efforts and lobbies, including road projects in Rutenga Town Council and Kinaba that is ahakatindo Karuhanga- Mafuga to Kyashamiro trading centre and Ahanturo- Kyamukombe- Kasharara road.
He urged the technical team to ensure all funds are utilized for their intended projects before the financial year’s end.
CAO Kanungu Awuye Abdallah assured councilors that lunch would be provided during council meetings and committed to implementing the budget as passed.
He reassured councilors that no funds, except for conditional grants, would remain unused.
