NEWS– Kanungu District leaders led by the Kinkizi west member of Parliament Hon James Kaberuka have declined to commission the new Kihihi Primary school multipurpose hall after discovering other technical glitches and poor finishing by Ms. ENOTU CONSTRUCTION LTD at a cost of Ugx 190.1 million.

The ceremony was postponed due to the technical snags that were identified, and the Contractor was ordered  to address these issues within the next two weeks before rescheduling the commissioning.

Hon Kaberuka requested leaders and the technical people to always demand for quality work from the contractors before they receive the structural projects and called on the responsible people to finish up and furnish the glitches discovered during the tour around the project. 

“I know what is legal but not what is right, and consulted Auditor Twetaise Constance, who agreed that commissioning should be delayed until all work is completed to avoid issues related to incomplete work and ensure proper accountability”, He said.

Hon. Kaberuka concurred with Deputy RDC Gad Ahimbisibwe Rugaju and the Auditor that there is no rush to commission an unfinished structure and compared with the roads in Kambuga, Matanda-Kameme road, and urged the CAO’s office to involve an independent Engineer to review and correct ongoing errors while highlighting the need for vigilance in utilizing government resources efficiently.

Earlier Kanungu Deputy RDC Ahimbisibwe Gad Ahimbisibwe Rugaju had raised concerns of shoddy works on the building and declined to recommend the commissioning of the building, he however thanked Hon Kaberuka for lobbying money for the project and also thanked  the school administration for maintaining a green clean environment and maintaining morals in the pupils. 

Deputy RDC Rugaju thanked the government for funding various projects in Kanungu and stressed the need for Members of Parliament to focus on their primary roles rather than being swayed by voter pressures.

Rugaju pointed out specific issues with the Kihihi Primary School project, such as the incomplete trench meant for water drainage, which was part of the corporate social responsibility obligations and noted the Contractor’s rigidity and the importance of hiring local contractors who are more likely to prioritize community interests.

Environmental concerns were also noted, emphasizing the need for tree planting and greenery in government projects and insisted that the Environmental Officer should always be present during project commissioning to ensure compliance with environmental standards.

He directed the CAO not to pay the contractor until all snags and glitches, including proper fixing the doors, were addressed, describing the current work as substandard despite its appearance.

Kanyantorogo Town Council District councilor who is Secretary for Social Services, Kenneth Tumuhamye who represented the District chairman Engineer Sam Arinaitwe Kajojo thanked Hon Kaberuka for lobbying for money for the project and requested the school administration to take good care of it but expressed disappointment with the contractor’s failure to fulfill their social corporate responsibilities and echoed the call to use local contractors for better cooperation and quality.

The ceremony was attended by the District technical staff led by the Principal Assistant Secretary in the office of CAO Ms Mutahakana Gertrude who praised the discipline of Kihihi Primary School pupils and appreciated Hon Kaberuka’s involvement in ensuring that funds were availed for the construction and urged the school to maintain the structure’s cleanliness and health standards.

The event was also attended by Kanungu District Education Department and the district councilors led by Rogers Tumwesigye from Kihihi Town Council who is also the Chairperson of the Works Committee, thanked Hon Kaberuka for securing funds to replace the old building and requested further assistance to improve the school playground, which has been affected by flooding due to nearby road construction.

Kihihi Town Council District Woman Councillor Mbabazi Lukia and Kihihi Mayor Sostine Atwine Buregyeya expressed gratitude, emphasizing the need for open dialogue and reconciliation among leaders to foster a supportive environment for the younger generation.
