KAMPALA- The Former KCCA Executive Director Dorothy Kisaka , her deputy Eng. David Ssali Luyimbazi and the former Director of Public health Dr. Okello Daniel have been charged with a series of manslaughter counts ; a grave offence that carries a maximum penalty of life imprisonment and remanded to Luzira prison.
In the alternative that the accused are not found guilty of manslaughter, the DPP has preferred a charge of causing death by doing rush and a neglect acts, when Kisaka and her colleagues through a series of omissions including;
Among them is Joel Kiyimba, Violet Nakasi, Harriet Natumanya , Bukenya Lukuman, Brain Luzindana and Bonita Nakalema among others. They said charges stem from the respective responsibilities held by the three as per their former roles as Executive Director, Deputy Executive Director and Director Public health.
The DPP contends that Kisaka, Luyimbazi and Okello committed the offences between July 2020 and August 10th 2024 in various places of Kampala and Lusanja in Kiteezi.
The three have denied 57 counts including that of causing harm to numerous people by a rash and neglect act before chief magistrate Beatrice Kainza.
The three officials who have been in police detention since Wednesday night have now been sent on remand at Luzira prison until 4th November as police inquiries continue.
Even though their legal team led by Former Buganda kingdom premier Apollo Makubuya had made an attempt to orally apply for bail at 6.20Pm but the magistrate declined to entertain it as it had already passed 5Pm, the accredited court time.
The magistrate has ordered the lawyers to formally file a bail application including a list of their sureties and serve it on the DPP.Â
The bail application will be determined on 4th / November 2024.
