RUKUNGIRI- Hon. Dr. Elisa Rutahigwa, the Member of Parliament for Rukungiri Municipality has urged institutional leaders to recognize that both growth and decline rest in their hands. Hon Rutahigwa delivered this message on Wednesday, 9th October 2024, while addressing a congregation at Canon Twinomujuni Wycliffe Makky’s birthday, retirement, and Thanksgiving service.
The event was held at Canon Makky’s ancestral home in Kakirago Cell, Bugangari Parish, Bugangari Sub County, Rukungiri District.
Canon Makky who officially retired from civil service at Kashenyi Secondary School in Ruhinda Sub County, Rukungiri District, after 37 years of service, organized the event to raise funds for the rehabilitation of his local Church of Uganda.
The goal was to raise 24 million Ugandan shillings for installing terrazzo flooring, plastering, painting, and replacing iron sheets. However, a total of Ugx 11,185,800 was raised, with Canon Makky pledging to cover the remaining balance.
The Rukungiri Municipality legislator commended Canon Makky for rising from humble beginnings to become a leader, urging heads of institutions to take responsibility for any decline in their organizations, which according to him mostly rise from greed and the pursuit of material wealth.

Emeritus Bishop Patrick Tugume Tusingwire of North Kigezi, who presided over the service, praised Canon Makky for exemplifying Christian values during his tenure at Kashenyi Secondary School. Tugume also criticized the growing love for money over service, contributing to Uganda’s corruption reputation.
Rukungiri Resident District Commissioner Stephen Nsubuga Bewayo applauded Canon Makky for his loyalty to the government and for mentoring the public. Bewayo proposed that Canon Makky be considered for the position of Chairperson of the Service Commission in future appointments if possible given his commitment in leadership and truth.

The Rukungiri LC V Chairperson Geoffrey Kyomukama urged the public to take inspiration from Canon Makky’s example in their own actions, while the RDC Nsubuga Bewayo, commended Makky for being a mentor to others, working hard, and loyally serving the government.
Agaba Hillary, the Deputy Chief Administrative Officer of Rukungiri, credited Canon Makky for producing a documentary during his leadership, which helped Kashenyi Secondary School thrive and grow revealing that as the district, they are processing his pension and gratuity.
Retired Rev. Geoffrey Mutabazi, Chairperson of the Board of Governors at Kashenyi Secondary School, congratulated Canon Makky for realizing his vision of transforming both the school and the surrounding community and praised him for his trustworthy financial management.

Canon Twinomujuni Wycliff Makky, in his address, thanked God for guiding him through his public service career despite the challenges of criticism and limited resources. Twinomujuni called on public servants to avoid the pursuit of material wealth at the expense of development and expressed his commitment to continue spreading the Word of God.
The retired Head teacher also encouraged the young generation to do away with greed and work hard with patience, stressing that success comes to those who persevere. Additionally, Canon Twinomujuni requested the Church of Uganda to grant him an opportunity to spread the Gospel and train Christians on overcoming poverty.
Distinguished guests at the event included Boona FM Director Maanige Wenceslas, Centenary Bank Rukungiri Branch Manager Venance Mpirwe, former Rukungiri District Member of Parliament Hon. Betty Muzanira, Church leaders at different leadership levels among many others.
