KAMPALA- The Leader of the Government Business in Parliament Robinnah Nabaanja has exchanged words with Kiira Municipality Member of Parliament Ibrahim Ssemuijju over the long-delayed Lubowa International Specialized Hospital.
This has been during parliaments’ debate on the motion for the house to resolves itself into a committee of supply to consider the supplementary expenditure for the financial year 2024/2025 pursuant to article 156(2) of the constitution of the republic of Uganda, section 25 of the public finance management act, 2015 and rule 153 of the rules of procedure.
The Prime minister Nabaanja had asked parliament to support the allocation of funds for the speed construction of Lubowa specialized hospital, she has assured parliament that by April this year the Hospital is ready to operate and that also medical personnel for this hospital are being prepared and trained to operate this medical facility.
Semujju insists that some of the government officials like Minister of Health Dr. Ruth were also chased and the contract was put in the supervision of the prime minister who has no medical background without parliaments’ knowledge.

The MPs were angry, led by Leader of Opposition Rt. Hon. Joel Senyonyi lashed at gov’t to keep requesting for funds in the financial year’s year yet the members of Parliament have been denied access on several occasions to supervise this site for funds appropriated by Parliament.

This week the Health Minister Dr. Jane Ruth Aceng requested for an additional Shs 1.5 billion to facilitate the supervision of the long-delayed Lubowa International Specialized Hospital.
Dr. Aceng reassured lawmakers that the hospital is on track for completion by the end of 2025.
