KAMPALA- Members of Parliament on the Parliamentary Committee on Commissions Statutory authorities and State Enterprises have grilled the Executive Director of Kampala Capital City Authority Dorothy Kisaka and the authority’s director in charge of public health Dr. Dan Okello for sidelining Lord Mayor Ssalongo Elias Lukwago in making decisions on the issues concerning Kiteezi land fill.
While appearing in the above committee chaired by Busiro East MP Medard Lubega Ssegona, the committee found out that many letters were written by the Executive Director and the director of public health on what next should be done after the collapse of Kiteezi land fill but the lord mayor and his team were not copied too.
The committee also found out that many letters were written by Dr. Daniel Okello and Kisaka before the catastrophe happened at Kiteezi revealing that anytime, the waste was to collapse and they had to do something immediately but again the lord mayor was not copied too.
This made the chairperson of the committee and Members to conclude that the poor coordination of the political leadership of Kampala at city hall and the technical wing is the reason KCCA has failed to perform to its expectations.
The deputy Lord Mayor Doreen Nyanjura told the committee that it’s not only the letters about Kiteezi but they have been always sidelined on major issues and they just see things happening without their input as the technical wing.

The Committee chairperson asked the executive director of KCCA to explain when they started the practice of sidelining the lord mayor on issues of the authority. In response, Kisaka told the committee that it was the practice she found in the authority stressing that it wasn’t out of ill reasons.

Kissaka promised the committee that they will never again sideline the lord mayor and the political wing in anything concerning the authority noting that they have been doing a mistake unknowingly.
