HOIMA- Rasto Kasigwa, the Nyakabingo Parish Chief in Buseruka Sub-county, Hoima District, is in custody at Hoima Central Police Station on allegations of extorting 3 million Shillings from a job seeker.
Kasigwa’s arrest on Wednesday followed multiple complaints against him from members of the public. According to reliable information obtained by the this publication, Kasigwa had been demanding money from individuals seeking job opportunities with the Hoima District Local Government, claiming he could connect them to the District Service Commission members for consideration.
One victim, who spoke to this publication anonymously, revealed that Kasigwa had promised to help him secure a job in exchange for 3 million Shillings. However, after failing to obtain the promised position, the victim reported the matter to Hoima LC5 Chairperson Uthman Kadir Mugisa.
Mugisa advised the victim to report the case to the police. Upon receiving the report, Hoima Central Police Station promptly arrested Kasigwa on Tuesday.
Mugisa has since warned the public to remain vigilant and immediately report any cases of extortion related to government job opportunities.
He emphasized that government jobs are not for sale and confirmed that his office is investigating other district staff involved in similar activities.
Julius Hakiza, the Albertine Region Police spokesperson, confirmed Kasigwa’s arrest and detention, stating that he faces charges of extortion and abuse of office.
This incident follows a similar case in July involving Vincent Alpha Opio, the Kikuube LCV Vice Chairperson, who was arrested for allegedly extorting 1.5 million Shillings from an applicant named Derick Musabiire. Opio had reportedly promised Musabiire a job in exchange for the payment. When the job failed to materialize, Musabiire reported the case to Kikuube Central Police Station, leading to Opio’s arrest and detention.
