Oboth meeting the new German Ambassador to Uganda Her Excellency Sigrid Sommer

The Speaker of Parliament, Rt Hon Jacob Marksons Oboth has announced plans to revive the Institute of Parliamentary Studies as a key platform for strengthening the knowledge, skills and capacity of Members and staff of Parliament.

The Speaker made the remarks today during a courtesy meeting with the new German Ambassador to Uganda, Sigrid Sommer which took place at Parliament.

“We are restarting our Institute for Parliamentary Studies to train, expose and broaden the minds of our Members and staff,” Speaker Oboth said.

He noted that, once the Institute is revived, it will serve as a central hub for parliamentary training, research and capacity building, supported by cooperation and technical expertise from the German Parliament under a planned Memorandum of Understanding (MOU).

“Through cooperation with the German Parliament, we will learn and unlearn, adopt best practices and strengthen parliamentary diplomacy,” Rt Hon Oboth said.

Ambassador Sommer welcomed the initiative, noting that parliamentary exchanges would be mutually beneficial and provide opportunities for Germany to deepen its understanding of Uganda, Eastern Africa and the wider African continent.

The Institute of Parliamentary Studies (IPS) in Uganda is a specialized training and capacity-building agency established by the Parliament of Uganda to support legislators, parliamentary staff, and local government council leaders.

It was originally set up in September 2012, and later attained a semi-autonomous status under an Act of Parliament, naming it the Rebecca Alitwala Kadaga Institute of Parliamentary Studies in honor of former Speaker Rebecca Kadaga.

Tt provides specialized orientation, continuous professional training, and research guidance for Members of Parliament (MPs) and parliamentary staff, helping them refine legislative skills, debate quality, and oversight mechanisms.

The institute also conducts induction and training programs for local government councilors on decentralization, governance, and public financial management.
