The National Resistance Movement Party Presidential Candidate Yoweri Kaguta Museveni calls on leaders of indigenous fishing communities in Buliisa District to resolve on proper community led fish conservation measures in Lake Albert to inform his withdrawal of the UPDF’s Fisheries Protection Unit.
Candidate Museveni noted that overcrowding evaded lakes including Lake Albert with total disregard of standard fishing methods which nearly caused extinction of fish from the lakes until he deployed the UPDF’s Fisheries Protection Unit to restore sanity on the lake.
While addressing a campaign rally at Buliisa Town Council Grounds in Buliisa District President Museveni has called for immediate engagement between leaders of the Bagungu and Alur communities living along Lake Albert to inform government on the way forward and added that traditional fishing families of the area should take to own up the process.
President Museveni promised that the army will be withdrawn from active supervision of fishing activities and will be left to guard against avaders from the neighboring countries of Democratic Republic of Congo and others.
He explained how wrong fishing practices had drastically dropped the fish stocks in lake Albert but the situation has since been revived by the NRM government strategies to protect and guide on fishing practices and promised to scale up the similar initiative to other Sub regions of Busoga, Teso, Lango, Acholi, Buliisa and others near wetlands and water bodies.
President Museveni has proposed the investment of funds from Uganda’s oil proceeds into a sovereign wealth fund to foster continuous profitablity from Uganda’s oil and revealed government plan to convert oil proceeds into an economy support fund for investment into key development infrastructure as is the case for several other oil rich countries.
The National Resistance Movement Party Presidential Candidate Museveni noted that the NRM government has deliberately developed sustainable investment plan for oil proceeds into roads, electricity, railway and other core developments and said that oil proceeds will strictly be used for wealth creation enablers and not consumables
The President directed the UPDF’s Fisheries Protection Unit to immediately release back all boats, engines, motorcycles and other fishing gears to fishermen they were seized from following complaints from a section of fishermen on lake Albert that sought President Yoweri Kaguta Museveni’s intervention.
He instructed the UPDF Commander of the Field Artillery Division Major General Daniel Kakono to oversee the implementation of his directive with immediate effect and promised to tell the Chief of Defence Forces Gen Muhoozi Kainerugaba to chase cattle keepers – Balaaro who raided villages in Buliisa District.
President Museveni promised a ferry at Butyaba landing site in Buliisa District to improve water transport on Lake Albert, promised a special fund for fishing communities in Buliisa District among others and approved the request for creation of an additional consistency in Buliisa District.
President Museveni said that the visible infrastructure and socioeconomic developments in Buliisa District reveal the NRM development strides made by the NRM government and a reason for his re-election and all NRM flag bearers for yet another team of more development initiatives and highlighted several key appointments of Buliisa natives and development strides in education health and others as more are planned.
He however warned about the looming ecological disaster in Lake Albert if catching of young finish continues and highlighted the benefits of peace and security restoration in Buliisa District and the protection of residents against aggressors from the Neighboring Democratic Republic of Congo.
He advised the people of Buliisa District to preserve and maintain peace and stability ushered in by the NRM government and vote for it’s continuity.
