Op-Ed- How my government will be looking at national budget, because it seems about 40yrs of Gen. Museveni in power has been reactionary not proper budgeting for our country Uganda.
A full understanding of the budget and planning and preparation system is essential, not just to derive expenditure and projection but to be able to advise the policy makers on the feasibility and desirability of specific budget proposals, from a macroeconomic or microelectronic perspective.
It is much easier to control government expenditures at upstream point of the budget preparation than later during the implementation of the budget.
My government shall look at these aspects in order to have greater budget not like that of Gen Museveni and his government. We shall look on what is the framework in which budget decisions are made, and to take responsible for planning and preparing the budget, what are the basic steps, what are the typical weakness in procedure and how can these be overcome, how can changes in budget plans be programmed well and targeted.
Answers to all these questions if my people of Uganda entrust me and vote me 2026 presidential general election the future government has already discovered the remedies. For example, our budget planning and preparation shall be at the heart of good public expenditure management and to be fully effective our public expenditure management should do four forms of fiscal and financial discipline.
We shall control of aggregate expenditure to ensure affordability that is consistency with the macroeconomic constraints, my government will make sure that effective means for achieving a resource allocation that reflects expenditure policy priorities, effective delivery of public services and productive efficiency, minimizing of the financial costs of budgetary management.
Efficient budget implementation and cash and debt management. Before I go let me say this, my team ans i we are delighted, particularly I would like to thank the people of uganda, I Prince Musanje Emmanuel I treasure the overwhelming support that you exhibited on my 2026 presidential bid, our resilience grace and determination will help my administration to invest rapid transition to a sustainable future to create greater opportunities to our young generation. We have already identified practical solutions to our vital challenges.
We are determined to lay the foundation of respect and understanding upon which a better future can be built. Our ingenuity knowledge and ideas, our courage and determination will truly unlock the Uganda’s potential.
