NEWS- Residents from Omumuyanje parish Bubaare Sub County Rubanda are living in fear due to the brutality of the parish’s self deployed security patrol team. The residents say the patrol team ordered all area residents to be in their homes before 9pm daily or else they risk being beaten up to death.
The area residents especially boda boda riders are now forced to spend nights on Kabale town streets whenever they are late and fear to go to their homes beyond 9 pm.
Market operators from the area and area residents from safaris are also forced to sleep at their friends’ homes outside the parish whenever they are not home by 9 pm.
The residents say that atleast 10 area residents have since July last year been beaten badly and one killed by the area security patrol team.
According to the residents, the patrol team is headed by the Omumuyanje parish councillor Windom Niwamanya. The team’s vice Chairperson is Monday Bihendo another area resident.
The residents wonder on who exactly voted or appointed the team. They also wonder why the team is always covered in face masks if they were doing their job legally.
Dan Agaba, a resident of Omukaziniro in Omumuyanje parish says he was on 11th Nov 2023 beaten to coma by around 7 members of the patrol team who left him for death after he collapsed.
Agaba says he had gone at 8:50 pm to a near by Drug shop to buy Paracetamol after his wife complained of headache. He wants the team arrested and interrogated on who gave them that role. He also wants them to repay the 700,000 shillings he paid at Mwesigye Clinic in Kabale town, the three weeks he spent on treatment.
Evaristo Bashabe, a resident of Omumuyanje cell, also says that on 1st December at 9:30 pm, while coming from a burial in Ntungamo district, was beaten up heavily by the team who couldn’t listen to his excuse. He says he spent 10 days in the hospital and has since then failed his conjugal rights.
Medard Mungu a resident of Biraara cell in Omumuyanje parish also says that on 17th January this year, while coming from taking food to his sick Family members admitted at Kabale regional referral hospital, was beaten up by the group who broke three of his ribs. Mungu is still bed ridden as he can’t walk.
Another victim is Clodi Mucunguzi a resident of Rukore in the same area who was hit on the head and attained a lasting injury around his forehead.
Gerald Nuwagaba a concerned area resident questions where the group gets the powers to beat up area residents in the name of keeping security. He observes that even when the team would be appointed by Police to help it in it’s mandate of keeping law and order, it must work with in the law not taking law into their own hands.
On calling the accused, they refused to give a comment and disabled their phones for calls.
Our reporter is also yet to get a comment from Kabale district security team about the identity of the accused patrol team.
