The Deputy Commander of the UPDF 3rd Infantry Division Col Allan Kyangungu has urged Officers of the Uganda Peoples’ Defence Forces (UPDF) to uphold the highest standards of professionalism and accountability as they carry out their security duties.
Col Kyanungu made the remarks during a handover and takeover ceremony that saw Col Rogers Edyangu Okiror take over command of the Division’s Rear Defence and Security Operations from Lt Col Charles Akongo Okiror, who is due to retire later this year.
“As you execute your duties, I urge you to uphold and sustain high standards of professionalism and accountability in your service,” said Col Kyangungu.
He emphasised the strategic significance of the Bugisu sub-region, particularly Mbale City, citing its historical, political, and operational relevance in eastern Uganda. He underscored the importance of vigilance, coordination, and community engagement in ensuring regional peace and stability.
“Security is not the business of uniformed personnel alone. It requires openness, information sharing, and building strong relationships with the communities we serve,” He added.
Col Kyangungu described the leadership transition not merely as a change of command, but as a renewed commitment by officers to confront emerging threats and contribute to a united, peaceful Uganda.
He commended the outgoing commander, Lt Col Okiror, for his role in maintaining operational readiness, supporting deployments, and advancing intelligence operations to counter hostile elements and urged the new commander to build on this legacy of dedication and excellence.
While speaking at the same event, Mbale Resident District Commissioner, Wopuwa George William, reaffirmed the support of local leadership and called for enhanced collaboration among security agencies and stakeholders, particularly in the run-up to the election period, despite limited resources.
In his remarks, Col Edyangu Okiror expressed gratitude to the UPDF leadership for the trust placed in him and pledged to promote unity, discipline, and a revolutionary work ethic across the joint security forces.
The ceremony was attended by several senior officers who included the Commander of the 407 Brigade Col Wilson Barigye, the Division Administrative Officer Col Richard Batungi, Regional Prisons Commander Eastern Region Joseph Otai as well as representatives from the Uganda Police, Uganda Prisons Service, Internal Security Organisation (ISO) and Operation Wealth Creation.
