Engineer Jornard Asiimwe Akiiki, a budding Youth

As the National Resistance Movement National Delegates Conference gets closer and contenders traverse the country seeking mandate, a seasoned Engineer and Policy strategist, Jonard Asiimwe Akiiki, has emerged as a formidable leader for the position of Vice Chairperson of the NRM Central Executive Committee (CEC) representing Western Uganda.

Engineer Asiimwe has a comprehensive manifesto aimed at advancing President Yoweri Kaguta Museveni’s legacy, giving a voice to Ugandans and accelerating socio-economic transformation.

In his 2025–2030 manifesto titled “Advancing a Legacy of Purposeful Transformation,” Asiimwe outlines a strategic action plan rooted in ideological clarity, scientific innovation, and inclusive grassroots mobilization.

The document reflects part of the ruling NRM party’s 2026 campaign theme, “Settle for the Best – Museveni is the Best,” positioning Asiimwe as a youthful yet ideologically seasoned mobilizer capable of bridging generational divides within the Movement his pursuit is not personal prestige, but a call to action and advance the NRM ideology.

Engineer Asiimwe says that this is the time to reignite the NRM’s grassroots engine, to anchor development on scientific and practical foundations, and to renew faith in the Movement through disciplined leadership and inclusive governance.

Asiimwe’s manifesto details 11 transformative objectives aligned with Vision 2040 and Uganda’s Third National Development Plan III which include Key priorities include agricultural commercialization that will transition farmers to commercial models and reducing post-harvest losses by 40%.

As a Youth, Asiimwe is focused on youth empowerment that will see the establishment of four regional innovation hubs and two digital export labs to create 1,500 jobs and launch 250 tech products into AfCFTA markets and operationalise 20 regional sports and arts clubs to empower 5,000 youth entrepreneurs in the region with a multiplier effect across the country.

Asiimwe has also identified the iron ore industry in Rubanda, Rukiga, Busia, Kamwenge, and Karamoja with a focus on mineral value addition targeting 10,000 jobs that will mostly benefit semi-skilled artisans especially the youth.

The Young Entrepreneur will train 3,000 Small and Meedium Enterprise amongest women traders to formalize cross-border trade in Busia, Katuna, Mpondwe, Ishasha, Bunagana and Elegu on top of initiating a Ugx 50 billion Local Content Innovation Fund, Civic Education campaigns in 30 districts and a national Youth mentorship program to entrench NRM ideology among young Ugandans.

Asiimwe’s future development initiatves also spans into the petroleum, infrastructure and mining sectors and this presents him as a technocrat grounded in grassroots service.

This manifesto commits to delivering measurable outcomes aligned with national blueprints and contributing to the African Union’s Agenda 2063.

Jordan Asiimwe Akiiki holds multiple degrees including a Master’s in Oil and Gas Governance and is currently pursuing a PhD in stakeholder engagement and his track record includes community-driven projects across Bunyoro, Karamoja, Busia and Central Uganda from football sponsorships to textbook distribution and civic radio programming.

He has worked as a consultant on major infrastructure projects that include the Tilenga Oil Project and the Kabaale International Airport, and has advocated for clean industrial technologies such as ESP filters in cement plants and his business conglomerate, Jonard Group of Companies, employs hundreds of Ugandan youth across construction, events management and technology sectors.

This resonates with Asiimwe’s strategy that emphasizes the need for generational harmony within the NRM, portraying himself as a bridge between the Movement’s founders and Uganda’s youthful majority where over 75% of the population under 30 years is involved in transformative leadership that shoukd not only honor legacy but also speak about emerging country needs and aspirations.

Asiimwe is looking to 2026 political landscape and and beyond with high hopes as the NRM party prepares for the coming National Delegates’ conference where his candidacy is viewed by many pundits as a shift toward technocratic, ideology-driven leadership within the party’s top structures.

Eng Asiimwe has pledged his loyalty to President Museveni’s leadership and to the National Resistance Movement’s foundationa values and is urging Western Uganda to “settle for the best, deliver with purpose, and secure Uganda’s future through visionary, tested, and inclusive leadership.”
