KAMPALA, UGANDA– Businessman King Ceasor Augustus Mulenga, an aspiring National Chairperson of the NRM Entrepreneurs League, has announced a significant cash injection of Shs1.2 billion into regional SACCOS (Savings and Credit Cooperative Societies). This move is aimed at enhancing Uganda’s entrepreneurial financing and youth empowerment initiatives under the ruling party.

The announcement was made during the launch of the Kampala Region Entrepreneurs SACCO at King Ceasor’s offices, where he also fulfilled a prior pledge of Shs100 million. With this latest commitment, his total support to the league’s SACCOS now stands at Shs1.8 billion.

“When the people call, I listen,” Mulenga stated. “Since you have asked me to expand the fund to all 18 sub-regions, I have pledged an additional Shs1.2 billion to add to the Shs600 million already authorized for the six regions.”

During the launch, attended by delegates from Kampala and Central Uganda, Mulenga shared his vision to restructure the NRM Entrepreneurs League from the grassroots level up to the National Executive Council. “Just like the Youth, Women, and Workers Leagues, we shall have a functioning and organized Entrepreneurs League, with leadership right from the village level,” he emphasized.

In a bid to foster youth-led innovation, he announced plans to establish Quantum Technology Hubs within each regional office, aimed at equipping members with skills in artificial intelligence and emerging technologies.

Mulenga also declared June 27, recognized by the United Nations as the Day for Micro, Small and Medium Enterprises, as the official NRM Entrepreneurs Day, to be celebrated annually.

He emphasized the importance of transparency and sound management, vowing to lobby for legislation to penalize leaders who misuse Ssacco funds and to reform the operations of these financial cooperatives.

“Many Ssaccos collapse due to poor leadership, high interest rates, and bad record keeping. We are going to fix that,” he said.

Beyond financial empowerment, King Caesar is advocating for standardization across entrepreneurial practices and fair representation of entrepreneurs in Parliament.

“Entrepreneurs deserve a voice in the law-making process. Their needs and challenges must be tabled and addressed,” he noted.

To further support the Entrepreneurs League, he pledged 360 full scholarships to King Ceasor University, five for each of the five executive members at the district level across the 18 sub-regions. “Leadership without empowerment is empty. These scholarships will build minds to lead our country’s industrial future,” he remarked.

Moreover, Mulenga assured that non-member NRM entrepreneurs would also be eligible for affordable SACCO loans, reflecting the party’s ideology of shared prosperity.

Delegates expressed overwhelming support for Mulenga’s leadership bid, highlighting his financial commitment and consistent actions. “No one else in this race has shown this level of sacrifice and action,” noted Hussein Kagimu from Kyotera. Joanitah Magimbi from Nkaawa Division added, “As a woman entrepreneur, I see hope in his scholarships and grassroots organization. We are voting Ceasor, no question.”

King Ceasor Augustus Mulenga, known as the “King of Community Development,” has interests in real estate, higher education, and hospitality. He positions himself as a new-generation leader in the NRM, advocating for entrepreneurship, youth skilling, and financial inclusion.

His manifesto includes a Shs5 billion entrepreneurs’ innovation fund, regional entrepreneurship bootcamps, and policy advocacy for tax reliefs and government market access for SMEs.
