NEWS- Lyantonde district has bid farewell to their Chief Administrative Officer (CAO) Issa Hood Nsubuga and hailed him for his exceptional abilities, humane work ethics and being committed to results. Nsubuga started working in Lyantonde on November 24th, 2021 until January 11th, 2023 before being transferred to Bunyngabu district.
Keneth Twesigomwe the Lyantonde District Production Officer who represented fellow District Local staff applauded Nsubuga for being a good team builder, humane and hardworking civil servant calling upon fellow civil servants to emulate what Nsubuga has left behind.
Twesigomwe welcomed the new CAO, assuring him of staff support and cooperation during his tour of duty in Lyantonde.
Nsubuga has also been serving in Rotary club as sergeant at arms and the club president Francis Karoota said that as Rotarians, they are grateful for his selfless contribution made with them as they serve above self.
“You will remain part of us and you will be welcomed by Rotarians wherever you are going” Francis added. He noted that Hood has been a good time manager, loved rotary, rotary activities and projects like Kabayanda and many more.
Dr Obet who represented Bunyangabu District Local government team who doubles as their District Health Officer (DHO) said that “after receiving Edmond Ntimba on July 18th, 2023, they promised to work with him until the public service says “go and rest”.
“Unfortunately he has managed to work with us for only six months” said Dr. Obot.
In his speech, Issa Hood Nsubuga acknowledged the entire civil service for being cooperative and urged them to keep up the spirit of serving Uganda.
He pointed out that the performance of the district under office of the Prime Minister (OPM) assessment before him was at 136 position but last year we were 102nd and expecting to improve this year asking the new CAO to take up that challenge and see Lyantonde.
Nsubuga introduced physical fitness activities to staff which has been a compulsory activity for every staff on Thursday.
The outgoing CAO added that among the major challenges that Lyantonde as a district is facing is low staffing especially in the education sector noting that the district has over 50 schools yet the government still considers only 37 for the past years hence calling upon the incoming CAO to work hard to rectify such issues.
Edmond Ntimba the incoming CAO called upon all civil servants to embrace the system left behind by outgoing CAO urging them to always work to the best of their ability.
“I urge all civil servants to aim for proper time management and use available resources for better performance” said Ntimba.
Godfrey Mbetegyerize the Lyantonde District Resident Commissioner (RDC) expresses gratitude to Nsubuga for being a hard worker, a cooperative officer that listens to everyone. Mbetegyerize welcomed the incoming CAO in Lyantonde district and pledged his total support.
“Lyantonde district is struggling with two major challenges including corruption and insufficient supervision and this is due to people holding offices as their personal properties not knowing they are serving the nation,” he said
The RDC used the same platform to remind Ugandans to be vigilant about their lives especially during what’s taking place in the country.
“No one made an application to be a Ugandan, let’s love ourselves as we embrace security, good governance and development” he added.
Fred Muhangi the Lyantonde district boss also thanked Hood for building a technical team that has led to the development of the district adding that Nsubuga has been a man on his own, a team player and a mentor to fellow workers.
