The Chief of Defence Forces Gen Muhoozi Kainerugaba has made significant changes in the Uganda Peoples Defence Forces and relieving Col Abdul Rugumayo from his role as Deputy Chief of Military Intelligence and appointed Brig Gen Oscar Munanura as his replacement.
The specific reasons for Brig Gen Rugumayo’s removal have not yet been made public as the Acting Army Spokesman Col Chris Magezi known phone numbers were off.
Brig Gen Rugumayo was appointed deputy to the Chief of Defence Intelligence and Security in March 2022, succeeding Brig Gen Charles Asiimwe.
Upon taking office, he promised to enhance administrative discipline and operational efficiency within the intelligence unit, drawing on his extensive background in military administration.
During his tenure, Brig Gen Rugumayo worked under multiple intelligence chiefs, including Maj Gen James Birungi, overseeing a broad portfolio that ranged from counterintelligence to regional security coordination.
His successor, Brig Gen Oscar Munanura, brings a wealth of experience in intelligence and defence-related management. Previously serving as Assistant Deputy Chief of Defence Intelligence and Security responsible for Counter-Intelligence.
Meanwhile two Senior Uganda People’s Defence Forces officers, have been arrested and are now being detained at Kasenyi military facility signaling another wave of internal accountability measures within the Army hierarchy.
Those detained include the Joint Staff Policy and Strategy in the UPDF Maj Gen Don Nabasa and the Commissioner Citizenship and Passport Management Brig Gen Johnson Namanya Abaaho.
The arrest move follows a directive from Chief of Defence Forces General Muhoozi Kainerugaba, but the specific reasons behind their detention remain unclear and no official statement has been released by UPDF authorities.
Sources close to the matter indicate the move forms part of ongoing efforts to enforce stricter discipline and address performance or administrative lapses across various commands.
Maj Gen Nabasa previously commanded the UPDF 3rd Infantry Division based in Moroto and earlier served as head of the Special Forces Command before transitioning to a strategic role at UPDF headquarters where he assumed responsibility for Joint Staff Policy and Strategy, a position focused on shaping long-term defence planning and operational frameworks and Brig Gen Namanya had only recently returned to full military duties.
Brig Gen Namanya was recalled from secondment at the Directorate of Citizenship and Immigration Control (DCIC), where he had served as Commissioner for Citizenship and Passport Management.
The recall came shortly after Chief of Defence Forces Gen Muhoozi Kainerugaba ordered a broad review of immigration operations and Brig Namanya ’s return to Defence headquarters was expected to lead to new internal assignments, but events appear to have taken a different turn.
These latest actions follow a pattern of swift personnel adjustments under the current Chief of Defence Forces including earlier changes in military intelligence leadership and observers note that such steps show a clear emphasis on maintaining high standards of professionalism, readiness and integrity throughout the force.
The absence of public comment from UPDF spokespersons has left room for speculation, though the military has consistently maintained that such internal reviews are routine mechanisms for strengthening institutional effectiveness.
Security has been tense since opposition leader Robert Kyagulanyi slipped out of intelligence radars, allegedly keeping clear in chase games until he slipped out of the country earlier this month and several Police officers who were assigned to his security have been arrested while intelligence commanders are said to be facing tough questions.
