The Ministry of Public Service, in collaboration with Mukono District Local Government, conducted refresher training for Heads of Departments on a government online reporting tool aimed at strengthening monitoring and compliance with service delivery standards.
The training brought together district technical leaders and department heads to enhance their understanding of the digital system designed to track institutional performance and improve accountability.
The district team was led by Principal Assistant Secretary Mr. Daneil Kamara, representing Chief Administrative Officer Mr. Henry Ddamba, while the session was facilitated by Mr. Joseph Luberanga, Principal Human Resources Officer from the Ministry of Public Service.
Mr. Luberanga emphasized government’s commitment to ensuring citizens receive quality and timely services, noting that the online reporting tool will help monitor implementation of service delivery standards across key sectors such as education, health, agriculture, and community services.
He explained that although government introduced Client Charters in 2006 and later developed service delivery standards, monitoring their implementation remained a challenge, prompting the introduction of the online system.
During the session, district officials participated in a practical demonstration of the tool to enhance their skills in data entry and reporting.
The Ministry also donated a desktop computer, UPS, and related equipment to support effective implementation of the system. Mr. Daneil Kamara expressed appreciation to government for supporting local governments with tools and training that will improve efficiency and service delivery.
The Officials from the ministry clarified that the system is intended to help identify performance gaps and guide planning and resource allocation, rather than rank districts competitively. Plans were also made to conduct additional hands-on training to ensure all departments are confident in using the system.
The refresher training marks a significant step toward strengthening accountability, transparency, and data-driven decision-making in Mukono District. With improved capacity, technical support, and digital tools in place, the district is now better positioned to monitor service delivery standards and ensure that citizens receive efficient and quality public services in line with government expectations.
