The Minister of Internal Affairs Prof Ephraim Kamuntu has today November 4th 2026, presented a statement on the state of security in parts of the country following concerns from Members of Parliament regarding rising criminality in some parts of the country.
Prof Kamuntu, disclosed that the security situation in the country remains normal, but that there remains pockets of criminality which the security forces are actively working to resolve and also noted that the Police is pursuing armed criminal gangs to degrade their capacity to cause more chaos.
The statement by the Minister comes after the Speaker of Parliament Rt Hon Jacob Marksons Oboth asked Prof Kamuntu to present a statement on floor of Parliament after the Opposition Chief Whip Hon Paul Mwiru said that there was increased concerns over the criminality across the country.
However, the Leader of Opposition Rt Hon Joel Ssenyonyi Basekezi responded to Minister Kamuntu’s statement, terming it as inadequate and raised the question of detention of Ugandans in ungazetted facilities.
Rt Hon Ssenyonyi urged the Minister to cause the release of those unlawfully detained, and also end the practice altogether, saying that despite a progressive constitution, the government has let the country down by not fully implementing the bill of rights.
Katikamu North Member of Parliament Hon Denis Ssekabira said that the statement made by Minister Kamuntu was insufficient as it inadequately speaks less to the issues Members of Parliament have continuously raised regarding arrests, detentions and rising criminality.
Busiro South Member of Parliament Hon Kenan Opio asked the government to increase security deployment in Wakiso District, and also have more CCTV coverage to address the ever increasing crime in the area.
Ntungamo Municipality Member of Parliament said that the statement made by Minister Kamuntu on the security situation lacked interventions in specific terms, like increasing logistics to support officers and men battling criminality in affected areas.
Wakiso District Woman Member of Parliament Hon Naluyima Ethel asked the government to clean up SIM cards registration issues, which she said is a bastion for criminals who commit fraud and crimes using their SIM cards, and are untraceable and also called for increased surveillance as the festive season approaches.
However, the Minister of Defence and Veteran Affairs Hon Kiryowa Kiwanuka said that the National Security Council is planning to exhaustively handle the matter and they have a solution where telecommunications companies and those who maintain untraceable and irregular SIM cards in use will be found.
While speaking over the matter, the Vice President Major Jessica Alupo Epel said Ugandans are enjoying an unprecedented level of peace and security in the country which is critical enabler of development and urged the Justice, Law and Order Sector (JLOS) to expedite trials of detained persons.
