Mugisha and Kainerugaba

As the saying goes, there can’t be smoke where there is no fire, and that days of a thief are always 40. Days ago, it was and still all tears on Uganda’s 11th Parliamentary former Speaker Annet Anitah Among following a probe  on how she accumulated wealth mostly associated with corruption.

However by the look of things, she must not be only one, but the first in the line. Ugandans on social media mainly X (formerly Twitter), have since thought the interest of Uganda’s Commander of Defense Forces and first son Gen. Muhoozi Kainerugaba who commanded ‘Operation Maliza Ufisadi’ (Kiswahili for ‘End Corruption’) not to only end at Anita Among, but also take keen interest in other Ministries and Agencies.

Amongst those they pointed fingers to is the National Water and Sewerage Corporation, an entity responsible for providing water supply and sanitation services across urban centers in Uganda led by Dr. Eng. Silver Mugisha.

Among numerous issues raised by aggrieved Ugandans is that the Corporation exorbitantly charges its customers. Base to this is Rinah Ainomugisha  “@RAinomugis44216” who with proof claims that the entity recently gave her a bill worth Ugx 2.5M for a single day.

Ainomugisha claims that despite efforts to reach out to them to have the issue rectified, she was given a deaf ear, stressing that the 32 years of Eng. Dr. Silver Mugisha at the helm of NWSC has become a disgrace.

Here is her complaint “Ok then can you explain to me how this bill came about?  How possible is it that even if there is a leakage one utilizes 2.5m in one day. Despite my efforts to reach your time to resolve the balance still stands. And this is happening after your 32yrs of service. Well done my man from Bumbaire!”

Rinah Ainomugisha  @RAinomugis44216 added “And they have adamantly refused to rectify whatever error it is in the system. I have written to them, called them, visited the Ntinda office all in vain.  @NWSCMD  really????”

Another citizen identifying himself as Indigenous Ugandan “@JEFFAMOOTI” pointed out that “Recruitment in NWSC, is lacking, not merit based. Check oj the suppliers in Nwsc largely owned by staff”.

James Lwanga (THE SUNRISE TRAVELLER) @JamesLwanga5 is another citizen disgruntled by the Corporation. He claims of an inflated bill that cost him Ugx 420,000 in monthly bills.

I can imagine the nightmare you are going through with that exaggerated bill. My account is also giving constant headaches because of an inflated water bill of sh420,000 that @nwscug claims I used between December 2025 and January 2026.

Another worst challenge was shared by BamwineAmon @BamwineAmon who questioned that “With the big staffing at NWSC, why is it that hard to read meters in people’s homes? The team only gueses the figures after knowing average consumption. Am asking on behalf of town dwellers.  Why can’t your staff read meters and charge actual amount of money consumed?”

These are part of just small number of Ugandan water users who can identify the challenges and bring them to the responsible offices for assistance. However, this confirms that millions of Ugandans are seated on time bombs with unexplained water bills despite poor service rendered by the entity.

In response, the NWSC boss Dr. Silver Mugisha through his social handle “@NWSCMD” res ponded that Dear friends: I have been following efforts to drag @NWSCMD into certain things! I would like to point to the following facts:

“I have been at @nwsc_ug  since for about 32yrs and we have tried to do things administratively right, albeit some gaps” he noted.

He added “In the last 12yrs I have been a team leader, we have increased assets under management (AUM) from UGX 600Bn to UGX5000Bn; surplus from UGX40Bn to UGX162Bn; people served from 4.5million to 20million; water connections from 300k to 1million and pipe length (6,000-24,000km)”.

Despite Ugandans acknowledging to improved water supply, they claim being disgusted constant dry taps where by some residents claim having gone days without water.
