Uganda delegation at the African Union's Joint 9th Session of the Specialized Technical Committee on Finance

The Minister of State for Finance Planning and Economic Development Hon Cissy Mulondo has made it categorically clear that the Government of Uganda remains committed to Agenda 2063. 

Minister Mulondo made the remarks at the ongoing African Union’s Joint 9th Session of the Specialized Technical Committee (STC) on Finance, Monetary Affairs, Economic Planning and Integration which is taking place in Abidjan, Ivory Coast, from July 20th to 24th 2026.

She said that Uganda supports accelerated implementation of AfCFTA, by implementing industrialisation as a key pillar of the National Development Plan.

She also disclosed that the Government of Uganda supports strengthening domestic resource mobilisation as a sustainable source of development finance and regional value chains and increased intra-African trade. 

Minister Mulondo called for greater access to affordable climate and development finance and said that Uganda supports stronger collaboration among African countries to mobilise investment for industrialisation. 

The Joint Specialized Technical Committee brings together African Ministers responsible for Finance, Economic Planning, Trade, Industry, Tourism, Minerals and Central Bank Governors to deliberate on continental strategies for accelerating industrialisation and economic transformation.

The 2026 Session is being held under the theme, “Financing Africa’s Industrialisation for Sustainable Development,” as the meeting seeks to strengthen Africa’s capacity to mobilise domestic and international financing, deepen regional integration, promote industrial development, enhance value addition and accelerate implementation of Agenda 2063, the African Continental Free Trade Area (AfCFTA), the African Mining Vision (AMV), the Action Plan for Accelerated Industrial Development of Africa (AIDA/PAIDA), and the Fourth Industrial Development Decade for Africa (IDDA IV).

During the event, several organizations, such as the African Forum and Network on Debt and Development (AFRODAD) and Tax Justice Network Africa (TJNA), hosted side sessions tackling sovereign debt restructuring via the G20 Common Framework and combating illicit financial flows.

The discussions are particularly timely given global geopolitical tensions, tightening financial conditions, rising public debt, technological transformation, and increasing competition for critical minerals.

The Uganda Delegation to the African Union’s Joint 9th Session of the Specialized Technical Committee is comprises officials from the Ministry of Finance, Planning and Economic Development, Ministry of Trade, Industry and Cooperatives and Ministry of Energy and Mineral Development.

The meeting seeks to review implementation of AU industrialisation and financing frameworks, strengthen domestic resource mobilisation, promote industrial financing. 

Accelerate implementation of the African Continental Free Trade Area (AfCFTA), promote regional value chains, enhance value addition to Africa’s strategic minerals and dopt policy recommendations to support Agenda 2063 implementation. 

According to Minister Mulondo, Uganda is considering key issues that include, domestic resource mobilisation, industrialisation, regional Integration, financing industrial, development, strategic minerals and digital transformation

By the end of the meeting, the participants are expected to adopt the Ministerial Declaration, Joint Outcome Framework, Implementation Roadmap and Policy recommendations on financing industrialisation.
