Authorities in Kanungu District have arrested six Parish Development Model (PDM) officials in Buhoma Town Council on allegations of extortion PDM funds and extorting money from residents. The arrests, ordered by Resident District Commissioner (RDC) Ambrose Amanyire Mwesigye, followed a heated community meeting where numerous complaints were raised.
The arrested individuals include: Arinaitwe Herbert (Town Agent), Magezi Moses (SACCO Chairperson), Kyomuhendo Doreeka (Cleaner, Buhoma Town Council), Ariho Brian (Community Development Officer, Buhoma Town Council), Ninshaba Sam (Town Agent), Kanyesigye Frank (Town Agent), (All suspects referenced under SD Ref: 08/04/03/2026).
Residents, including Tugabirwe Yeremia, Tweheyo James, and Bernarda Tugabirwe, accused the suspects of demanding a 50,000 Ugandan Shilling fee from beneficiaries to access PDM funds. Those unable to pay were reportedly denied access to the program. Specifically, Kyomuhendo Doreeka and Ariho Brian are accused of collecting national identity cards and the 50,000 UGX fee with promises of PDM fund access.
PDM Sacco committees also voiced concerns, alleging that sacco leaders are distributing funds without proper committee meetings, making unilateral decisions.
The suspects denied the allegations, claiming that collected IDs were for editing beneficiary names and National Identification Numbers (NINs). However, RDC Mwesigye dismissed this justification as illegal and a betrayal of public trust, vowing zero tolerance for such corruption.
RDC Mwesigye reiterated his commitment to arresting sacco leaders who defraud beneficiaries and urged PDM beneficiaries to remain vigilant. He also warned beneficiaries against misusing the funds, emphasizing their revolving nature and the requirement for repayment.
Deputy RDC Kanungu, Dr. Gad Rugaju, condemned PDM SACCO members for allegedly demobilizing residents from attending the baraza (community meeting) by misinforming them about impending arrests. Dr. Rugaju warned that individuals hindering government programs would face arrest, emphasizing the RDC’s office and Kanungu District Local Government’s plan to cover all 27 sub-counties to explain government programs. He highlighted the importance of barazas as traditional gatherings for community engagement, decentralization, and accountability, allowing citizens a platform to express concerns and receive information.
Newly Kanungu Deputy RDC, Nakahe Kabonge Catherine, encouraged local leaders to proactively organize community meetings to address local issues.
The suspects are currently detained at Kanungu Police Station pending further investigations.
