Ms Geraldine Ssali Busuulwa, a vastly experienced accountant and business administrator is regaining public recognition in Uganda following years of battles with political mafias who targeted her due to her unwavering efforts to fight corruption and promoting public accountability as Permanent Secretary at Ministry of Trade,Industries and Cooperatives.
Public service footprint. She served as Permanent Secretary Trade,Industries and Cooperatives Ministry as appointed by President Museveni,from July 2021 to July 2024 when mafias fought her. Served as Deputy Managing Director National Social Security Fund-NSSF 2011 – 2017, and other significant contributions towards improving service delivery in Uganda.
She is also internationally recognized, having previously worked as the Head of the Directorate Management Unit at Her Majesty’s Treasury (HM Treasury) in the United Kingdom.
Why she could soon defeat her enemies. In July 2024, she was pushed out of Ministry of Trade,Industries and Cooperatives by a racket of mafias amid President Museveni’s intervention to retain her as Permanent Secretary.
Corresponding sources and reports indicate that a racket including Mbarara City South MP, Hon Mwine Mpaka as then Chairperson Committee of Trade Industry and tourism in the 11th Parliament, then Cabinet Minister of Trade, Industry and Cooperatives Francis Mwebesa, State Minister for Trade, Industry and Cooperatives David Bahati and others ganged up against Geraldine and framed her in over Ugx160 billion farmers house and cooperatives compensation funds scandal. She is still in court, with developing stories indicating that this was political witch-hunt.
Mafias thrown into panic and divided. Following the recent ministerial appointments by President Museveni, there is panic as Minister Francis Mwebesa has been dropped and replaced by Sanjay Tanna, Minister David Bahati retained amid escalating accusations of masterminding multi-billion fraud while Mwine Mpaka lobbied for a ministerial opportunity in vain due to several scandals.
