The Prime Minister Rt Hon Robinah Nabbanja has presided over the launch of the over Ugx 1.1Trillion 5-year Water and Environment sector Refugee Response Plan II that will run until 2030.

While speaking at the event that took place at Mestil Hotel in Kampala September 24th 2025, the Prime Minister stressed the need to protect the environment and lauded the German government for the continued support through GIZ.

Water and Environment Sector Refugee Response Plan is a framework that provides a strategy for providing water, sanitation, and hygiene (WASH) services to refugees and their host communities within a country’s existing national systems. 

The goal is to ensure equitable access to services, foster self-reliance, and build the institutional capacity to manage water and environmental resources effectively for both refugees and host populations.

The WASH sector aims at ensuring that refugees and hosting populations have improved equitable and sustainable access to safe water, sanitation, and hygiene services. 

People’s needs and the environment remains at the center of all interventions through inclusion of services to National systems and innovative approaches to prepare new arrivals as well as established populations to achieve self-reliance and this is being achieved through implementation of the broader water and environment sector refugee response plan (WESRRP) that was launched in 2020 and has since expired in June 2023. 

The approach is to transition all services to national systems (district local government, catchment committees and water supply utilities).

Uganda refugee response developed a new WASH strategy covering 2024-2026 based on the country strategic direction, global public health strategy and regional WASH strategy which is inline with the WESRRP as well as the Ugandan National Development Plan III all contributing to the SDG 6 – Ensure availability and sustainable management of water and sanitation for all.
