The Minister of Defense and Veterans Affairs Hon Kiryowa Kiwanuka has made it categorically clear that military interventions alone cannot sustainably stabilize Somalia emphasizing the need for broader collective determination to defeat violent extremism and terrorism by militant groups to deliver lasting peace in that war-torn nation.
Minister Kiryowa made the remarka today whe speaking at the 2nd Extraordinary Summit for troop contributing countries to the Africa Union Support and Stabilisation Mission in Somalia at Speke Resort Munyonyo.

He noted that the required interventions for stabilisation of Somalia include strengthening the country’s state institutions, promotion of political reconciliation, deepening cooperation between the federal government of Somalia and it’s federal states, enhance justice and rule of law and addressing other underlying causes of instability that include poverty, unemployment and ideological extremism in Somailia.
The Minister called for adequate reponse to the Somalia’s political question through dialogue by all parties and called for well-coordinated transfer of security responsibilities in Somalia, warning that a rushed transition could create security gaps exploitable by terrorist groups.
He also emphasized the urgent need to accelerate the development of Somalia’s own security institutions as a capable and self-reliant national security force remains the most sustainable path to lasting peace, stability and security.
Hon Kiryowa Kiwanuka called for sustainable and adequate funding of Africa Union Support and Stabilisation Mission in Somalia to strengthen operational effectiveness .
He explained the impact of inadequacies for Africa Union Peace support mission in Somalia which he said that there is need ensure operational effectiveness, troops morale, mission readiness and safe guarding the long-term credibility of African Peace Support Operations.
The Minister reminded both international and regional support bodies to ensure financial support for the mission as a international responsibility and called on Defense Ministers from troop contributing countries to Somalia to ensure regular assessment of of summit resolutions of their Heads of States for proper alignment with the realities on ground.
While speaking at the same event, the African Union’s Director for Conflict Management under the Directorate of Political Affairs, Peace and Security, Ms Patience Zaneli, highlighted the significant achievements registered by peace support missions in Somalia, saying they must be sustained to secure lasting peace.
She cited the liberation of key territories from militant groups, the protection of civilian populations, and the stabilisation of liberated areas as major milestones that should not be reversed.
Ms Zaneli also commended the strategic recommendations presented by the Chiefs of Defence Forces during their meeting in Kampala, noting that the proposals provide a strong roadmap for sustainable peace, security, and stabilisation in Somalia.
She said the recommendations made during the two deliberations will make a basis for information to be deliberated by Heads of State during the Extraordinary Summit on Somalia scheduled for tomorrow July 31st 2026.
