KAMPALA- The civil society organizations and Non Profit Organizations (NPO) working group on the financial action task force in Uganda has welcomed the parliament of Uganda’s decision of amending the anti-money laundering act 2022 which removes the not for profit Organizations in Uganda from the list of accountable persons.

This follows the decision taken by the parliament of Uganda on 23rd January 2025 to approve the motion to amend schedule 2 of the Anti-money laundering act cap 118, thereby removing Non-governmental Organisations, churches and other nonprofit Organisations from the list of accountable persons in the fight against money laundering.

This decision marks a significant milestone for the civil society and nonprofit Organisations, recognizing their invaluable contribution to the socio economic development of the country amidst increasing regulatory challenges.

Now while addressing media today in Ntinda, Yona wanjala of defenders protection initiative and the civic advisory hub said the removal of NPOs from the list not only acknowledges their critical contribution to national development but also paves way for a more supportive regulatory fame work amidst various operational challenges.

He adds that this is a critical step towards ensuring that NGOs and NPOs can continue their vital work without the burden of excessive regulatory scrutiny, ultimately reinforcing Uganda’s commitment to supporting civil society for the betterment of all citizens.

“We believe that this amendment will not only rebrand the regulatory environment, which has often been viewed as over bearing, but will also foster an atmosphere of trust and collaboration between the government and the NPO sector.

He thus called on the ministry of finance to expedite the issuance of the relevant statutory instrument to implement the parliamentary approval amending schedule 2 of the anti-money laundering Act cap 118.

He also called on the financial intelligence authority to formally notify all NGOs that they are no longer required to file reports, submit returns or fulfill other obligations previously imposed on accountable persons.
