President Yoweri Kaguta Museveni has directed licensing bodies in charge of investment to follow through prerequisite requirements needed to fully operationalize licensed investors.

President Museveni made the remarks today July 15th 2026, while speaking at the commissioning of the National Enterprise Corporation tinned Beef and Beans Factory in Gomba District.

The Factory is a joint venture between The National Enterprise Cooperation and Lagwa Company Limited and is set to process meat for export and domestic consumption with 150 cattle slaughtered daily.

The directive follows President Museveni’s observation that some licensed investments’ operations are hindered by the absence of essential enablers including electricity supply for production as it was the case for NEC tinned beef and Beans Factory in Gomba district.

President Museveni attributed this weakness to the failure by the investment sectoral leadership to coordinate with line Sectors to avail the requirements for such ventures to thrive.

President Museveni said that it’s partly the reason why he made changes to appoint new leaders to the investment sector including the new Minister of State for investment Hajjat Aminah Mukalazi to iron out such issues.

President Yoweri Museveni has commended Francis Lagwa the private joint investor with NEC into the tinned Beef and Beans Factory established in Gomba District for the well thought investment in uganda and offers to mobilise for adequate cattle supply to the factory for beef processing.

The Minister if State for Energy Hon Sidronius Opolot Okasai however, explained the planned electricity supply improvements for the National Enterprises Corporation Beef and Beans company in Gomba District and President Museveni added that Uganda’s investment enhancement plan only requires more organization and strategic planning among the sector players to excel.

The President highlighted similar organizational efforts he made for the coffee sector that saw the boost of coffee yields from 3 million bags to now 9 million bags annually and still positioning to hit above 12 million bags soon and the milk sector that has reached 5.4 billion liters and the cattle industry that currently stands at 16 million cows from 3 million in 1986.

President Museveni noted that continuous strategic planning and organization into the cattle industry will yield more investments and growth for all players at different levels and commended the investors for their resilience and opting to invest in Uganda as he assured on better prospects and returns on their investment.

While speaking at the same event, the Minister of Defence and Veterans Affairs Kiryowa Kiwanuka confirmed the the UPDF will consider domestic procurement of dry rations for beef from the establishment NEC tinned Beef and Beans Factory established in Gomba district for troops.

Minister Kiryowa Kiwanuka noted that the Ministry of Defense and Veterans Affairs is focused on investing in production and value addition for self sustainability through investment in sectors with direct impact to national development like the NEC tinned Beef and Beans Factory established in Gomba District.

Minister Kiryowa Kiwanuka also noted that the Ministry is diversifying it’s focus to realise the US 500 billion dollar economic target by investing in the four ATMs of Agro-industrialisation, Tourism development and Mineral beneficiation and the Investor, Francis Lagwa gave the project’s prospective and project profile showing its sustainability.

The National Enterprise Cooperation (NEC) Managing Director Lt Gen James Mugira asked the Ministry of Defense to allocate the annual procurement of UPDF dry rations for beef to local suppliers saying that the set-up tinned Beef and Beans Factory meets the required International quality standards with capacity to sustain large supply requests.

Lt Gen Mugira noted that the NEC Beef and Beans Factory established in Gomba District will avail a ready market for large scale ranchers for their cattle and issued the benchmark report for processed tinned beef and beans products in Botswana, South Africa and Europe upon which the NEC’s Gomba factory was set up.
