Leaders in Rukungiri District have commended the steady progress registered in the implementation of the Parish Development Model (PDM), reaffirming their commitment to improving household incomes and strengthening service delivery at the grassroots level.

The district reviewed performance during a Core PDM Implementation Meeting held at the District Council Hall, which brought together political leaders, technical officers, the Deputy Chief Administrative Officer, Deputy Resident District Commissioner and Heads of Departments to assess achievements and plan the next phase of implementation.

Presenting the district performance report, District Commercial Officer Grace Tayebwa revealed that Rukungiri District has so far disbursed UGX 26,955,277,200 under the programme, benefiting 27,332 households across all 75 parishes. She noted that the district has attained 100.2 percent performance, attributing the achievement to strong coordination among stakeholders and consistent technical support at parish level.

Ms. Tayebwa explained that the progress has been driven by continuous updating of Parish Revolving Fund beneficiaries on the PDMIS Financial Inclusion System, sustained technical guidance to SACCO leaders during disbursement, and close collaboration with the Resident District Commissioner’s office to curb extortion of PDM funds. She added that the district has conducted regular performance review meetings, participated in capacity-building trainings organized by Enterprise Uganda and the Ministry of Local Government, established 75 Parish Training Centres, and deployed 150 Community Based Facilitators to strengthen implementation at the grassroots.

She further outlined upcoming priorities, including joint monitoring of beneficiaries in selected parishes, additional Core Implementation Committee meetings, and trainings focused on savings mobilization and loan recovery for the first cohort of beneficiaries. Other planned interventions include profiling successful farmers, strengthening Parish Development Committees, continuous updating of beneficiary data on the PDMIS, and ongoing technical support to SACCO leaders and Community Development Officers.

Ms. Tayebwa emphasized that effective implementation of PDM requires coordinated action across sectors such as health, production and water, noting that integrated service delivery remains key to achieving sustainable socio-economic transformation.

The District Production Officer and PDM Focal Person, Oneck Pius Kwesiga, praised the Core Implementation Team for its commitment and results. He described PDM as a multi-sectoral government strategy designed to improve incomes and livelihoods by bringing services closer to communities, with the parish serving as the primary planning and service delivery centre.

Mr. Kwesiga added that the Production Department continues to supervise enterprises supported under the programme, with veterinary extension officers offering advisory services and treatment for livestock including poultry, pigs and cattle to ensure sustainability of beneficiary projects. He also highlighted the establishment of farmer field schools as an important milestone in strengthening agricultural extension and farmer learning in the district.

The District Internal Security Officer, Kamugisha Sam assured leaders of continued security support for all PDM-related activities and urged officials to provide timely and accurate information to the public to promote transparency and accountability. He also commended Resident District Commissioners for their oversight and support toward successful implementation of the programme.

District leaders concluded the meeting with a renewed commitment to sustain implementation momentum and ensure that the Parish Development Model continues to transform livelihoods across Rukungiri District.
