The Uganda National Educations Board has today unveiled it’s finding from research conducted on the applicability of the rolled out Competence Based Curriculum (CBC) for O – Level.
According to a statement issued today during the Uganda Certificate of Education results release at State Lodge Nakasero , the Uganda National Examinations Board disclosed that it has found out that the new curriculum empowers research, innovation and maximum creativity among learners as observed since its introduction into Uganda’s education system.
The study focused on teacher, school heads and learners was intended to improve the implementation of the initiative thats from the old to the new curriculum as was adopted by government to improve learner’s creativity and productivity.

These findings were shared at the release of this the 2025 UCE Examination Results where the Chairperson of Uganda Examinations Board, Prof Celestino Obua highlighted key aspect of the Competence Based Curriculum that grant skills to learners to fit into the National aspirations for higher Middle Income Status.
Prof Obua hinted on areas requiring enhancement in the implemenraruin of the Competence Based Curriculum as gathered from schools heads, teachers and learners.
The Uganda National Examinations Board has moved to impose sanctions on schools that are deliberately non-compliant to the set terms of the new Competence Based Curriculum henceforth.
The UNEB board Chairperson Obua noted that their fundings indicate gaps on the side of schools that lately deliver the continuous assessment scores for their learners which affects the timely evaluation of progress for students and also confirmed plans to institute a rigorous monitoring and evaluation exercise for all schools to ensure full compliance with the new Competence Based Curriculum.
The Uganda National Examinations Board has therefore reported unprecedented increase in the number of leaners sitting for UCE Examination last year as 99.6% excelling.
This comes after the UNEB Executive Secretary Dan Odong reveals that the 432,163 learners who sat for UCE Examinations had exceeded the previous number of leaners in 2024 by 72,742 Candidates and 428,628 learners that sat for last Year’s UCE Examinations excelled by obtaining result one compared to 2024 with 98.5% performance rate.
UNEB Executive Secretary Odong further explains the uniqueness of the new Competence Based Curriculum visa vie the assessment model for learners and said that the 432,163 candidate composition in the 2025 UCE Examinations registered from 3,975 UCE schools centers across the country
He further explains the turnout for leaners categorized under the special interest groups category including prison inmates and explained the assessment and grading of the Competence Based Curriculum qualified as Result 1, 2 and 3 and further mentions outperformed subjects and the noticable higher performance of science subjects among others.
UNEB reports to have registered a drastic dripp in cases of examinational malpractice with only 63 case reported unlike in the recent past when theys used to register soaring numbers and revealed that the board has issued a 21 days ultimatum for all complaints without further extension.
While speaking at the same event, the State Minister for Higher Education Dr John Chrysestom Muyingo says government is focused on enhancing quality Assurance, new curriculum implementation and equitable education for all learners in the country as he cautioned teachers on creativity and actual presence as they implement the Competence Based Curriculum for their learners.
Minister Muyingo explains that the Competence Based Curriculum is well aligned to aid leaners progress wells with their academic journey into higher education and Technical learning and has guided schools administrators to stick to the general objectives of the Competence Based Curriculum.
