President Yoweri Kaguta Museveni has set out socioeconomic transformation targets for the new cabinet to expedite national transformation towrads a modern society.
President Museveni made revealed the set targets today while soeaking at the opening of ten days induction training of Ministers at the National Leadership Institute – Kyankwanzi.
President Yoweri Museveni clearly told the newly appointed ministers that their role ahead is to lead the attainment of the middle class status and skills attainment for all Ugandans through enhanced advocacy for more economic integration of people still living under subsistancehood and education for all.
While Sharing testimonies of successful socioeconomic transformation efforts of the NRM government that started in the cattle corridor and spaned to other regions across the country, President Museveni has reminded all leaders that it’s their duty to ensure transformation of their people without fail.
The Ministers are undergoing training in 7 thematic areas of leadership that include, the structure of Government and the whole of government approach, Strategic leadership, policy management processs, ethics, Integrity and good governance, Strategic Planning, Performance Management, Monitoring and Evaluation, citizens Engagement and Service Delivery and International Relations and Diplomacy.
During the week, a number of tutors are lined up to lead this induction and training in 32 topics under the theme” Leading Government with Integrity, Displine and Results; Delivering Uganda to the Upper Middle Income Status” and President Museveni highlighted the value of political education for leaders to align towards a unified Ideological cause.
The President noterd that the absence of clear political education for most African nations messed their post Independence socioeconomic development because the then leaders failed on ideological clarity and for their people and stagnated in unprogressive pre-capitalist tendencies that affected their nations.
He told newly appointed Ministers to have clear understanding of their society issues and the NRM ideology as a basis for impactful leadership for socioeconomic transformation of the Ugandan society and underscored the significance of Kyankwanzi as a landmark area for Uganda’s bush war Liberation and defined it as holly grounds of sacrifice for the country where all leaders must attend acquire education in leadership.
The President directed the Director of the National Leadership Institute – Kyankwanzi Colonel Okei Rukogota to measure institute’s proximity to Kabamba and Masindi barracks as as an initiation center for 1980s attacks and told the newly appointed cabinet on the society metamorphosis and Uganda’s evolution from pre-capitalist days to date when the country aspires to fully transform into a modern society.
President Yoweri Museveni revealed the expanded value addition plans on Uganda’s tea with projected earnings of approximately US 25 dollars per kilogram over and above the current US 1 dollar sold cost per raw Kilogram of tea on the auction market and this pronouncement broadens to other key raw materials locally produced in the country for value addition as already witnessed for Gold, Iron ore among others.
President Museveni guided farmers in the cattle corridor to scaleup on modern practices that include the establishment of pasture gardens and end land fragmentation as a form of inheritance and tasked the Minister of Agriculture Animal Husbandry and Fisheries, Hon Frank Tumwebaze to explain planned interventions for Agricultural Mechanisation, irrigation as he tasked leaders to ensure the fast tracking of government programs in their respective jurisdictions.
While speaking at the same event, the Vice President Major Jessica Alupo, reaffirmed Cabinet’s commitment to disciplined leadership, accountability, and zero tolerance for corruption.
The Vice President Alupo expressed gratitude to President Museveni for the trust placed in her and the entire Cabinet, pledging that Government would not squander the confidence entrusted to them.
She congratulated the President upon the successful constitution of Cabinet and highlighted key national milestones, including the State of the Nation Address and the National Budget Speech, noting that both provide clear direction for Uganda’s development agenda.
Maj Alupo described the ten-day induction programme as critical in equipping Ministers with the knowledge and skills required for effective service delivery, emphasizing that continuous learning remains essential for effective public leadership.
She reaffirmed Government’s commitment to implementing the National Development Plan and the 2026–2031 development framework aimed at accelerating Uganda’s transition to upper middle-income status and achieving sustainable economic growth and outlined the 4 Sectors and 7 pillars for national socioeconomic transformation development to be fostered by the new cabinet and reminded Ministers to pay keen attention to their induction process as launch into service delivery.
The Prime Minister Rt Hon Robinah Nabanja noted that the ongoing induction of newly appointed ministers will welly align their focus towards national development targets of reaching the higher Middle Income Status country.
Rt Hon Nabanja called on the newly appointed Ministers to ensure aggressive implementation of government plans through the 4 ATMS of Agro-industrial Value Addition, Tourism, Mineral Development and ICT.
She said that she is committed to ensure execution of the coordination role by the office of the Prime minister on real time monitoring of results for all government programs.
The Head of Public Service and Secretary to the Cabinet, Ms Lucy Nakyobe Mbonye called for hardwork, discipline, accountability and results oriented leadership amongst the newly appointed Ministers to match up to their required performance standards.
Ms Nakyobe notified the newly appointed Ministers to thoroughly comprehend the national strategic plans elaborated in vision 2040, Tmthe National Development Plan IV, the NRM Manifesto and other guiding frameworks to inform their operations.
She reaffirmed the anti corruption era in public service and reminded the newly appointed Ministers of their role towards the advancement of development and socioeconomic transformation of the Uganda and highlighted the scope of topics to be explored during the ongoing induction of newly appointed ministers at the National Leadership Institute – Kyankwanzi, the role of ministers and the measurement for their performance and set out the roles of cabinet in the advancement of national development and socioeconomic transformation.
The Director of the National Leadership Institute, Kyankwanzi, Col Rukogota, reaffirmed the essence of ideological training for leaders as a basis for impactful leadership and noted that the formation of the National Leadership Institute – Kyankwanzi has consolidated the revolutionary understanding of liberation cause by the revolutionary groups led by President Museveni and his several counterparts some of whom include Kintu Musoke, AlHajji Kirunda Kivejinja among others who founded the cause for ideological training for nation building.
Colonel Rukogota challenged the newly appointed Ministers to bear the weight of responsibility charged on responsibly for realization of Uganda’s socioeconomic transformation and development and proposed for routine ideological deliberation and reflection for leaders.
