NEWS– Kasese District Council on September 12, 2024 under minute 12/KDLG/COU/SEPT/2024/25 constituted a working committee under the rules of procedure Rule 92 that mandates council to institute at any time, by resolution, appoint working committees for consideration of unique and specialized matters not covered under the standing committees and would be required to report to council.
The seven – member committee was charged with the responsibility of investigating allegations of corruption in the District Service Commission, District Executive and the Chief Administrative Officer /Human Resource department.
Yesterday, during an extra-ordinary council sitting at Kasese Youth Polytechnic, the Committee Chairperson, Mr. Moris Kabunzungwire presented their findings and made recommendations that would guide the next course of action.
The committee observed that some positions are pre-determined by the members of the District Service Commission while corruption is also associated with nepotism.
It was further established that a lot of money exchange is taking place in Kasese District Local government for the purchase of Jobs, promotions and transfer of service as well as political influence.

Among the many recommendations was that criminal investigations should be instituted against the District Chairperson for allegedly abusing his office and his high involvement in the misfunctioning of the District Service Commission.
A section of the members of the District Service Commission was also asked to step down with immediate effect to allow further criminal investigations into the issues and matters alleging misuse and abuse of office.
While addressing the press today afternoon at his office in Kasese town, Mr. Ronald Kabuku, the Kasese District FDC Chairperson faulted some of the recommendations, arguing that they were too light in way that they didn’t punish the suspects.
According to him, they didn’t give a representation of what the public was expecting from them.
He, however, commended the committee for recommending that the District Chairperson should be investigated for allegedly abusing his office and his alleged involvement in the misfunctioning of the District Service Commission.
He suggested that council that would be convened on December 18, 2024 should recommend that the District Chairperson should be investigated when he is out of office in order not to interfere with the investigations.
On his part, Eliphaz Muhindi Bukombi says as the political head of the district, he still stands his grounds to fight corruption.
