NEWS– The Inspector General of Police Abbasi Byakagaba has made some reshuffle in the Police leadership, weeks after his appointment to replace Martins Okoth Ochola who retired.

NEWS- reaching our news desk indicates that ACP Rusoke Kituuma has been appointed the new Police spokesman, replacing SCP Fred Enanga, who is now the Deputy Director for Interpol.

Police sources have confirmed the changes; further details to follow.

Fred Enanga is a Ugandan senior commander of Police, public servant, and economist by profession.

He is the current Senior Commissioner of the Ugandan Police Force and also the Police Spokesperson.

Fred Enanga was born on 23rd June to a family of ten and grew up in Kampala with his parents. Five of them are living; two boys and three girls as of today.

His ancestral home is in Apac District, Ayago village in Akokoro sub-county, Northern Region of Uganda.

A Luo by ethnicity, Enanga was very playful and stubborn during his childhood days.

Enanga’s father always encouraged him to study very hard and become a pilot. That was alongside seeing his son become a doctor, after making him study medicine.

However, Enanga did not perform well in sciences at senior four mainly due to insurgencies in Northern Uganda.

He attained a second grade and instead enrolled for an art combination ending up as an economist.

Education Background
Fred Enanga first went to Peter Piper Nursery School and then Mugwanya Preparatory School from Primary one to Primary four. He then moved to St Savio where he sat for his Primary Leaving Examinations.

Afterwards, Enanga joined Lango College for his O’ Level education in the boarding section, followed by Kololo SSS.

He then went to Kitante Hill where he sat for his A’ Level examinations.

Enanga then joined Makerere University and graduated with a bachelor’s degree in Social Sciences majoring in Economics.

In 2007, Fred Enanga attended two courses, one in Kyankwanzi about leadership and an executive leadership course in Japan.

Enanga’s father Mr George Echonga, a police officer by then lived in Entebbe where he raised his children from.

They never slept in a unit, they had a two-roomed house having police furniture (metallic chairs and tables) while in Entebbe.

George later retired as a superintendent.

Enanga’s mother, Christine Echonga got married to Enanga’s father at 14 years.

Christine used to make samosas for a living, Enanga and his siblings would carry the samosas down to Kamwokya helping their mother.

After a while, their mother got a stall in the Kamwokya market and thereafter started dealing in produce.

After some time, Enanga’s family relocated to Kamwokya, Kanjokya street plot 6.

After some years, the family moved to Kawempe when Enanga was in senior six where his father had built a two-roomed house.

Marriage / Relationship
Fred Enanga is married to Edith, and together they have six children; three boys and three girls.

He is the current Senior Commissioner of the Ugandan Police Force and also the Police Spokesperson.

This is a result of his yearly income of over 90 million Ugandan shillings, primarily from his salary as Senior Commissioner and Spokesperson of the Uganda Police.

Career and Professional Work Experience
Fred Enanga kicked off his career journey after graduation with a short stint at Union College (now inexistent) close to Bahai Temple as an economics teacher.

He then joined the Christian Children’s Fund, where he acquired a Suzuki motorcycle. After two years, his dad advised him to get a government job.

Enanga listened to his father and began applying and attending interviews; with the Bank of Uganda, the Uganda Society of Disabled Children (USDC), other financial institutions and public service.

He eventually joined the police in 2001 after doing an aptitude test in early 2000 at Kyambogo with over 3000 applicants yet there were only 45 slots.

Enanga returned as a cadet superintendent of police. He then began working in Entebbe as an Operations officer.

After this role, he was promoted to OC CID, Nateete while still a cadet. He was among the 14 officers who were promoted at that time.

Enanga served for six months in that role and greatly contributed to the nation by reducing incidents of mob justice in the areas of Kitebi and towards Busega.

After six months, Enanga was transferred and given a district, Ssembabule district as the CID officer and he was also confirmed from there as a full assistant superintendent of police under DPC Madam Agaba Alison.

He worked for three years in that role handling very complicated cases of land, politics and gruesome murders.

From Ssembabule, Enanga was transferred to Lira municipality as a district CID Officer.

He was then transferred to CID headquarters as a staff officer. So, he got into management, in the CID administration department for almost two years.

In Lira Municipality, Enanga doubled as a Public Relations Officer for CID. He helped handle the Kato Kajubi, Minister Jim Muhwezi and Mike Mukula cases. Godi’s case also came in around that time, after that, he went to Darfur for 20 months.

When Enanga returned, he was redeployed to CID to head the economics crime department which he also did for about six to seven months. He was then transferred to Kampala Metropolitan as CID commander.

Enanga served CID for six weeks. Then he enrolled on a course, however, He encountered some challenges in that course and he stayed home for another six months. He was then deployed to land protection.

Barely two weeks into the land protection, there was the crisis in Kayunga District: Hon Nantaba and related incidents of land grabbing making Enanga take another four months in Kayunga.

Following his designation as Commissioner in 2018, Fred Enaga was made the Ugandan police’s spokesperson. He has served in the position twice.

In 2022, he was promoted to the senior commissioner of police, a rank that is the fourth highest in the police force.
