President Yoweri Kaguta Museveni has directed for results and impact oriented strategies for all Ministries Departments and Agencies and local governments as he congratulated the best performing districts as per the 2026 National Performance Review Assessment Report.
President Museveni remarks were contained in a speech read for him by the Prime Minister Rt Hon Robinah Nabbanja who represented him at the closing ceremony of the 3-day National Performance Review Conference on Uganda’s Development Agenda 2026 at Speke Resort Munyonyo in Kampala.
The conference was held April 17th 2026 under the theme, “Coordinated Actions for Accelerated National Socio- Economic Transformation amidst Global Partnership Reform”
President Museveni reaffirmed that the NRM government’s major aspiration is to build an all inclusive nation with development that integrates all individuals and households through the four pillars in Agro-Industrialization, Tourism Development, Mineral-based Industrialization including Oil and ICT and the Creative Industry.
He noted that every Ugandan must participate and benefit from Uganda’s economic transformation efforts through wealth creation to transition from subsistancehood to the money economy and from Vulnerability to productivity citing initiatives like Parish Development Model Initiative, Emyooga among others government interventions
Isingiro district, Kiruhura district and Nansana Municipality emerged the best performing local governments and the President explained that government is expeditiously handling strategic infrastructure to aid socioeconomic transformation including the Standard Gauge Railway, Roads, Express Ways, Energy generation and Transmission.
President Museveni re-echoes Africa’s need for a collective voice to demand for fairness in Global systems and build internal resilience for own development
He noted that Africa can no longer depend on external actors due to their reliability and interests thereby calling for accountable leadership for Africa and programs that deliver results, efficient resource utilisation to positively impact on the lives of the citizens and adjust from commitments to actions, plans to results in all interventions.
During the conference, the Local Government Management of Service Delivery Assessment Report indicated significant improvements on average Local Government service performance increase from 60.15% in 2024 to 67.2% in 2025.
The performance is rated against indicators on Access to safe and clean water currently at 71%, Access to health services at 82%, education at 94% among other indicators with Isingiro district, Kiruhura district and Nansana Municipality topping the list of best performing local governments in the country.
The Minister for General Duties in the office of the Prime Minister Justine Kasule Lumumba explained that the local government performance assessment based on 20 key National Development Programme performance areas
Minister Kasule Lumumba highlighted Uganda’s progrrssive performance on Sustainable Development Goals where the National Performance Review conference resolves on reforms to enhance economic performance and service delivery through reddress to financing barriers, energy costs, environmental degradation and integration of science and technology into jobs and industrial grow and outlined series of recommendations from The National Performance Review conference on Uganda’s Development Agenda and key sectors.
While speaking at the same event, the Deputy Executive Secretary for Program Support of United Nations Economic Commission for Africa Mama Keita drew the context for Africa nations in Geopolitical trends and called on Africa to develop its own terms of refrence for development partnerships.
She advocated for the Africa Continental free trade area as a strategic intervention to link the continent and supplementary policies to safeguard investments in infrastructure and the private sector and further highlighted Africa’s competitive advantage and available opportunities to for the continent to thrive.
The UN Resident coordinator in Uganda Leonard Zulu commended the government of Uganda for integrated performance assessments that aid accountability and excellence in service delivery.
Ambassador Zulu mentioned that the Government of Uganda has continuously thrived in critical services delivery indicators as highlighted in the NDP IV including 95% immunization coverage, nutrition improvement, education, job creation and clean energy solutions.
