KAMPALA- The state House Ant-Corruption Unit together with Uganda Police’s Criminal Investigations Department on Thursday arraigned Mutesasira Evans Kaganizo, the Chairperson, Uganda Liberal Teacher’s Union Members SACCO and Esiingwa Hassan Maganda, a business man and director, Hansem Technical Services Limited, before the Buganda Road Chief Magistrates Court.
The duo is accused of obtaining money by false pretence and Conspiracy to defraud over UGX 1. 35 Billion. The chairperson and others still at large misappropriated over UGX 3.6 Billion, part of UGX 20 Billion that was granted to Teachers’ SACCOs by H.E the President to improve their welfare.
It is alleged that upon receipt of the money, Mutesasira Kaganizo together with Twinomujuni Nathan Kakson, the Secretary, embarked on various activities including; purchase of land in Kiira Municipality at UGX 1.3 Billion, Purchase of unidentified 500 Acres of land at Kabwoya, Kyangwali in Kikuube district at UGX 2.75 Billion from Hansem Techinical Services and motor vehicles worth over UGX 250 Million.
An installment of UGX 1.35 Billion, part of the UGX 2.75 Billion for the unidentified 500 Acres of land was paid on the account of Hassan Maganda on 16 December, 2024. They have been remanded till 19/03/2025.

The Department on Friday also arraigned Okwir Joel, a businessman in Lira before the Lira Chief Magistrate Court on charges of Attempted Felony, Uttering False Documents, and Making False Documents.
The accused, while serving as the chairperson of the area land committee Railway Division, is alleged to have fraudulently procured a leasehold certificate of title for a forest reserve at Railways Quarters A village, Railway Division, Lira Municipality.
During the investigation, it was revealed that in September 2021, Okwir Joel using his influence as the chairperson area land committee, submitted land application forms for a piece of land in Railways Quarters A village, Railway Quarters Parish, Railway Division, Lira Municipality, to the Lira MZO, claiming to be the customary owner of land well knowing the said land is designated as part of the forest reserve according to the urban development plan of the Lira Municipal Council.
Among the documents he submitted with his land application included, a minute extract from a purported physical planning committee, indicating that his application had been approved under minute LMC PPC 083/12/2020 from a meeting dated December 20, 2019 whereas not.
