NEWS– President Yoweri Kaguta Museveni who is on the tour of Rwenzori Sub-region to assess the implementation of of Parish Development Model has today May 12th 2025 visited Ms Biira Pelucy in Kasese Municipality, who, despite being visually impaired, has transformed her life through the Parish Development Model.
President Museveni was excited by Ms Biira who is running a successful poultry business, earning Ugx 7 million from her latest sale which illustrates the government’s push for self-reliance and income generation.
The President made it categorically clear that the government started programs like Parish Development Model, Emyooga, NAADS, and Entandikwa deliberately with an aim to uplift the welfare and living standards of Ugandans.
The President explained that the funds injected in these wealth creation programs belong to the people and without active engagement, people risk missing opportunities and failing to get out of poverty.
President Museveni praised Ms Biira who has used the money she received from Parish Development Model to start a poultry farm which has transformed her life noting that Ms Biira who was a once a beggar, now runs a thriving poultry business with 750 chicken at her home in Kasese Municipality where she makes millions of shillings from the enterprise.
President Museveni who started his Presidential Parish Development Model tour in the Rwenzori Sub-region today, noted that Ms Biira’s progress successful story is a testament to what the government has long advocated for which is self-reliance and household income generation.
“If you don’t follow up on this money and use it, you’re not only failing yourselves, but also the government that wants to get you out of poverty,” The President said.
President Museveni contributed Ugx 20 million to Ms Biira to help her fence her poultry farm and purchase a means of transport for her business and he further criticized the Police and judiciary for releasing petty thieves on bond and vowed to take action against officers who fail to protect communities.
The President said he had instructed the Ministry of Agriculture to develop a plan to address rural water shortages after Ms Biira told him that her water meter was removed due to non-payment, forcing her to rely on water purchased from neighbourhood at a National Water and Sewerage Corporation standpoints.
She however expressed gratitude to the President for introducing the Parish Development Model initiative which has changed her life and many others.
“I used to be a beggar, but now, I can manage my needs, take care of my treatment, and run a business that gives me dignity,” Ms Biira said.
The Minister of State for ICT and National Guidance, Hon Godfrey Kabyanga who accompanied the President commended Ms Biira’s resilience, courage and entrepreneurial spirit and thanked the President for the Parish Development Model idea and noted that it has greatly transformed people’s lives.
