The Speaker of Parliament Rt Hon Jacob Marksons Oboth has met with local leaders in West Budama Central, Tororo District, to assess the performance of the Parish Development Model.
The engagement was to track the progress made under the programme, and find solutions to its implementation challenges.
Local leaders said disparities in allocations across parishes, low attendance of beneficiary training sessions, and the reluctance of eligible households to take up loans are key challenges slowing down PDM.

They also raised concerns about the lack of ready markets for produce and goods generated through PDM-supported enterprises, a gap they said was undermining the returns on investments.
Speaker Oboth-Oboth cautioned leaders against corruption, particularly the demanding of kickbacks from beneficiaries, noting that public resources must reach their intended recipients without being diverted along the way.
He noted that PDM funds are meant to transform households and enable our people to move out of poverty, and every leader has a responsibility to ensure that these resources reach the intended beneficiaries.
