The Minister for Presidency Hon Milly Babirye Babalanda has congratulated the Board and Management of Uganda Printing and Publishing Corporation (UPPC) for taking the time to reflect on the Corporation’s progress and chart a clear path for its future
Hon Babalanda made the remarks at the closure of the Uganda Printing and Publishing Corporation Board retreat which was held at Speke Resort Hotel in Munyonyo – Kampala.
The Minister conveyed deepest appreciation to President, Yoweri Kaguta Museveni whose timely intervention restored order at Uganda Printing and Publishing Corporation following a difficult period characterised by wrangles, weak governance, and mismanagement.
Minister Babalanda said that President Museveni decision to appoint a new board under the leadership of Joachim Buwembo and a new management led by Prof Suudi Nangoli has transformed what was once a struggling institution into one that is once again deserving of the title of government printer.
Uganda Printing and Publishing Corporation has moved from recording a loss of Ugx 3.06 billion in 2022/23 Financial Year to profits of Ugx 1.2 billion in 2023/24 Financial Year, Ugx 1.4 billion in 2024/25 Financial Year and an impressive Ugx 7.27 billion profit before tax in just the first seven months of 2025/26 Financial Year.
Equally commendable is the strengthening of internal controls, improved compliance with statutory obligations, and the implementation of a clear five-year strategic plan that has significantly reduced the Corporation’s historical tax burden.
She acknowledged the unwavering support extended by the Permanent Secretary in the Office of the President, Hajji Yunus Kakande and her office, under the guidance of the President, in ensuring that Uganda Printing and Publishing Corporation regained its footing.
“As we celebrate these gains, let us remember that sustaining success is often more difficult than achieving it. I therefore urged them to jealously guard the progress made by eliminating internal conflicts, intrigue, and unnecessary divisions that can easily reverse these hard-earned gains. Institutions succeed where teamwork, professionalism and a shared purpose prevail,” Minister Babalanda said.
Minister Babalanda urged the Corporation’s management to continue embracing digital transformation on top of strategies put in place, the deployment of an advanced ERP system and the digitisation of the Uganda Gazette and other publications that are now accessible online.
She however noted that there is need to deepen digital transformation because the future of printing is increasingly becoming digital, which aligns perfectly with Government’s development agenda under the National Development Plan and Vision 2040, while also supporting President Museveni call for efficient, transparent, and corruption-free public service under the theme, “Kisanja: No Sleeping, No Corruption.”
She made it categorically clear that she was encouraged by the Board’s commitment to attain a 75 percent credit sales collection rate and a 90 percent recovery of outstanding debts and said that she expect these targets to translate into stronger liquidity and long-term financial sustainability.
Hon Babirye Babalanda also urged the Board and Management to continue strengthening operational excellence, customer satisfaction and organisational efficiency which are the pillars upon which Uganda Printing and Publishing Corporation competitiveness and credibility will rest.
“More importantly, they will save both the Corporation and the supervising Ministry from unnecessary appearances before oversight institutions such as COSASE,” She said.
She therefore encouraged the Board and Management to continue working closely with the Permanent Secretary and the technical teams within Government to advance the Corporation’s strategic agenda and assured them continued support and maintaining open communication to address challenges proactively, and work together to unlock opportunities that will accelerate the Corporation’s growth and transformation.
“Our objective is not merely to sustainUganda Printing and Publishing Corporation and to build a modern, financially sustainable, technologically advanced, and nationally respected institution that delivers value to Government and the people of Uganda,” She noted.
She emphasized that together, they will continue building a stronger, more resilient and future-ready Uganda Printing and Publishing Corporation.
