The High Court sitting in Kampala has fined embattled Great Lakes Regional University Founder, Rev Hamlet Kabushenga Ugx 30 million for contempt of court signalling tough times ahead in the main battle over the ownership of the University.

The ruling dated Aug 11th 2026, made by Justice Mary B. Mugyenyi arises from an Application brought by notice of motion under Section 33 of the Judicature Act (Cap 16) Sect 64 (c)(e) and 98 of the Civil Procedure Act, Order 52 Rule 1 and 3 of the Civil Procedure Rules.

The ruling arises in the Application by Kirima Ltd, Uganda Development Initiative, Protestant Church of Eppingen, Great Lakes University Ltd and Chifcod Social Enterprise Ltd as applicants versus Hamlet Kabushenga, Ms Alverez Advocates, BKA Advocates, Gerald Kabushenga, John Niwagira and Charles Okello as respondents.

The Judge declared that Respondents joint and several actions were in contempt of the orders of Court issued on 25th May 2022.

“The eviction of the employees and staff from the premises on 2nd Jan 2023 was conducted in contempt of Court issued on 25th May 2022 and a Ministerial directions not to carry out evictions between 23rd Dec 2022 and 6th Jan 2023,” Justice Mugenyi declared.

This was after the Applicants institututed Civil Suit No.18 of 2022 against the Respondents seeking various reliefs relating to their affairs.

While pending the determination of the main suit the Applicants obtained an injunction on May 25th 2022, restraining the 1st Respondent, his appointees, agents and persons acting through him from interfering with the affairs of Great Lakes Regional University and CHIFCOD.

The Judge ruled that, it was further submitted that the the injuction preserved that status quo as at 25th May 2022 when Honest Wilkins Natukwasa was a still a director and therefore his removal could not be relied upon to challenge his authority.

“The issue of determination as to whether affidavits sworn by Honest Wilkins Natukwasa in support of the application in the main suit is incompetent that he was nolonger a director and lacked authority to make affidavit on CHIFCOD behalf can not be ruled out,” the ruling reads in parts.

In her ruling in a copy this Publication has seen, Lady Justice Anne Mugenyi, therefore imposed Ugx 30 penalty on Rev Kabushenga in regard to the gravity of his personal conduct for his contempt of court order of May 25th 2022, and also awarded costs to the Applicants against the 1st Respondent, whereas other Respondents shall bear their own costs.

The Judge also maintained that the injunction against Rev Kabushenga, his appoitees and agents in matters of Great Lakes Regional University and CHIFCOD remains in force.
