Major General Jim Muhwezi Katugugu, the Member of Parliament for Rujumbura Constituency and Minister of Security, has urged Ugandans to commit to service delivery now that a new term has begun. He made the call shortly after his swearing-in this morning, telling communities that the country is ready to move from stalled plans to meaningful implementation.
Speaking to a news reporter, Muhwezi explained that the previous term was marked by major disruptions that limited effective government output. He pointed to the impact of COVID-19, the ripple effects of wars including those involving Russia and Ukraine, and hazardous weather conditions such as floods that damaged roads across the country. According to him, the destruction of infrastructure in many areas affected the movement of people and goods, while limited capacity to rapidly hire machinery and restore roads further contributed to poor service delivery.
The minister said the new government term is therefore meant to fulfill unfinished projects and deliver on long-term national priorities. He emphasized that infrastructure development, along with improved income generation for households, will remain central to raising Uganda’s economic status. Muhwezi noted that government will also focus on reducing unemployment through value addition on raw materials such as coffee and minerals.

He further stated that the strategy of processing raw materials locally will create jobs for young people, describing it as a pathway to ensuring that the estimated youth population benefits from growing industries. He cited initiatives being implemented in areas such as Rweshamaire, among others, where value addition is expected to support employment and sustainable livelihoods.
Muhwezi urged citizens to wake up to take part in national development, calling it a “term of no sleep.” He encouraged people in Rujumbura Constituency to continue using opportunities under programs like PDM and Emyooga responsibly, stressing that the funds should be invested productively for community progress.
He concluded by thanking the people of Rujumbura for electing him and assuring them that their trust would not be taken for granted, while also calling on leaders in Rukungiri District to work together for the country’s development.
