The Commissioner General of Prisons Canon Dr Johnson Byabasheija has made a series of appointments, transfers and leave of Senior Staff Officers among the rank and file of Prisons staff.
According g to Press Release dated today 8th September 2025 and signed by the Prisons Spokesman Senior Commissioner Frank Baine Mayanja, the appointments and transfers are aiming at enhancing professionalism, optimise performance and improve service delivery in the Uganda Prisons Service.
According to the Press Release which this Online Publication has seen a copy, the Commissioner of Prisons Ms Aliyo Naatukunda has been appointed Acting Senior Commissioner of Prisons in Charge of Legal Advisory Service and Human Rights, Ms Brenda Sana has been appointed the Head of Human Resource Planning and Development while Assistant Commissioners of Prisons Robert Jolly Bamutura has been sent to Department of Estates and Engineering as Staff Officer.
Other include Ben Nyanzi Ahimbisibwe who reports to the Division of Pension as Officer in Charge and Patrick William Awany remains in the same Disision as his Deputy and Arthur Mugaba reports to Farms Prisons Headquarters as Agricultural Engineer.
Ronald Mukwoli has returned from leave and appointed District Prisons Commander Kalungu, Micheal Padde from leave has been appointed a Staff Officer in Bugiri District, William Ochwo from leave has been appointed Staff Officer in Tororo while Kaisi Kabaalu Mutaawe has been transferred from Kampala Remand Home to Prisons Headquarters in the Department of Safety and Security Operation.
Others affected in this arrangement include Ms Zaia Munobwa from leave was transferred to Busaana Peisons as Officer in Charge taking over from Ms Juliet Alero who proceeds on leave, Ms Lillian Asero from leave was transferred to Prisons for duty, Ms Eunice Tibwamulala from leave was appointed Staff Officer in Kamuli District, Okedi Micheal John from leave was appointed staff officer in Pallisa District, George Poro from leave was appointed Staff Officer in Kumi District taking over from Patrick Emajong who proceeds for leave awaiting retirement, Christopher Twebaze from leave was appointed Staff Officer in Kalungu District and Geofrey Musandy Ogwal from leave was also appointed Staff Officer in Apac District.
Ronald Kyalisiima, Patience Nambuya, Andrew Daniel Ayebare, Gerald Okabo, Stephen Ogaye, Deusdedit Mutabarukye and Amos Omonding were all appointed to position of Deputy Officers in Charge in various Stations.
Baine said that the the appointments and transfers take immediate effect and all Regional Prisons Commanders and District Prisons Commanders are directed to oversee the handover and takeovers.
