KAMPALA- The Criminal Investigations Directorate-CID has arrested and detained the three former Kampala Capital City Authority- KCCA top leaders over the Kiteezi disaster.
These include Dorothy Kisaka, the former Executive Director, David Luyimbazi, and Daniel Okello. They were arrested following their appearance at CID headquarters and for questioning over the Kiteezi incident.
The CID boss Maj. Tom Magambo acting on directives that were issued by President Yoweri Museveni on September 24 has ordered for their arrest after interrogations before sending them to sleep in custody at Kira-Division Police in Wakiso.
Their detention has been confirmed by the Police Spokesperson, ACP Kituuma Rusoke in a short message he has shared, without divulging details of charges, Kituuma said they will be paraded before courts of law on different charges.
The charges for the three dismissed officials have reportedly been drawn from their roles in the alleged irregularities related to contract awarding, embezzlement of funds, and enforcement of the environment. The trio are said to have been detained at Kira-Division Police.
Dorothy Kisaka, who succeeded Andrew Kitaka who had served in an acting capacity after Jennifer Musisi’s tenure faced significant criticism during her time as the executive director. During her administration, Kampala residents reportedly endured deteriorating road conditions and issues related to garbage management.
The Kiteezi landfill collapse marked the final blow to Kisaka’s career at KCCA, but many questioned why President Museveni had renewed her three-year contract in the first place. David Luyimbazi, however, has repeatedly asserted to the media that they should not be held responsible, as they were not receiving sufficient funds to address the landfill’s needs.
